ABSTRACT This study describes the power relation state and society in compliance healthcare basic rights in the course of healthcare worker distribution in Sleman. This study was used basic theory of concept state and society relations and concept of citizenship. The method used in this study was a qualitative study of the type of case study method. The results of this study showed that there is a deviation distribution of healthcare worker in the service and implementation basic right of healthcare. It consequence that the state had limited capacity to accomplish the basic right of healthcare of its citizens as well as society who do not have the ability to demand their basic rights. Based on these findings, Sleman is included into the category of state and society relation patterned as a weak state-weak society. Seeing such behavior of relation the state and society, it can be figured out that power relations of the state and society in the distribution of healthcare worker in the Sleman is not work properly, so that the implementations of government policies have not an impact on public healthcare services.
