ABSTRACT Social development in education is one of the strategic means, in addition to the health, economic, and infrastructure to achieve the goals and targets, as well as the welfare of the people aspired together. Development of education is said to be a strategic tool for the development of education in essence oriented human development, where development humanize other human beings and human beings as a future investment for individuals, families, nations, and countries. The purpose of this study as an evaluation to determine the success and failure of performance South Sorong regency governments in implementing education policy in the division. This study used a qualitative descriptive method. Locations in the five districts of Teminabuan, Moswaren, East Aifat, Seremuk, and Wayer South Sorong regency as a treatment, whereas Aimas districts and counties Mayamuk shoves as controls. The data used are primary data by using secondary data using interviews and documentation techniques. The data collected was analyzed using qualitative techniques. The results of this study indicate that the development of education in South Sorong regency not provide optimal results, starting from the planning, implementation, and supervision for not confirmed by the data of the case study communities experienced as (1) the average length of the school, (2) gross enrollment rate (GER), (3) the net enrollment rate (NER), (4) number of literate and illiterate, and (5) the dropout rate so that in planning, strategy, policies and programs that can be implemented in stages to solve this problem. Factors influencing the success and failure of the implementation of education policy in South Sorong regency are (1) human resources, (2) facilities and infrastructure, (3) the financing of education, and (4) local government policy.
