ABSTRACT DIY Government in dealing with the problems of prostitution still use DIY regulation No. 15 of 1955 on the prohibition of prostitution. The impact is difficult to control let alone eradicated prostitution. This is done by the government considering Yoyakarta has two distinct predicate, as cities and towns Student Culture. The purpose of this study was to determine the factors causing overview of prostitution in DIY. How implementation and identify regulation No. 15 year 1955 DIY why not effective. This study used a qualitative descriptive method. The data obtained through the study of literature and interviews with actors and users of prostitution. The results showed that prostitution in Yogyakarta rated by the public as a violation of religious and social norms. Also in this study is known to have some parties deliberately let that regulation is still in use, so the imlpementation be counterproductive. In the implementation of local regulations to prevent deviation form of discrimination against women. Prohibition of prostitution affects the livelihoods of extinction PSK and surrounding communities. In the present study found a variety of constraints, the data obtained in the field is very little, many people tried to cover up and a lot of pressure.
