ABSTRACT Women are expected to have an active role to get the result of peace. They are asked to have ability to create the policy which concerns on gender perspective, but they are also asked to accelerate the process of peace. But in reality, women have limited participation in the process of conflict resolution, so it will be possible that the policy might produce bias gender perspectives which are less favorable for women interest. Matrilineal kinship will not ensure us that the system shall give power among the women in creating an effort for the peace. As a sample, it was a case of rehabilitation and reconstruction conflicts in Pasar Raya Padang after the hit of earthquake in 30 September 2009. The role of women in conflict rehabilitation and reconstruction Pasar Raya Padang is needed to be studied since the case describes the mechanism of women’s role, their strength, weakness and also their cultural significant in a matrilineal community especially in the field of conflict resolution. This research is analyzed by using theoritical framework which is based on the existing theories such as the concept of conflict, conflict resolution, and the role concept. The method which is applied in this research is used to answer the question, regarding the role of women in form of qualitative approach; especially the design of a single case study strategy in single level analysis. The unit analysis in this research is individuals who involved in conflict resolution process rehabilitation and reconstruction in Pasar Raya Padang; but the main focus in this research is women. Purposive mechanism is used to collect the informant, so the writer determined the informant before the collecting the data. The informants are including the ministry of Padang State, tradesmen of Pasar Raya Padang, PBHI Sumatera Barat, AMPEPARA and KOMNAS HAM Sumatera Barat. The location for the research is placed in Pasar Raya Padang, West Sumatra. The data are collected into two types, primary and secondary data by using in-depth interview, collecting the document, and conducting a focus group discussion. As for the data analysis technique, I use 3 phrases lines which run throughout the study including reducing the data, presenting the data and concluding the result. The result of the research presents the role of women in a Matrilineal context which are engaged in Minangkabau culture, it also performs the gap that happens in conflict rehabilitation and reconstruction in Pasar Raya Padang. Women are expected to play their role in conflict resolution, but in reality they only have limited access to do so. The acts that are taken by women are informed of collective acts which are played as their role in the process of conflict resolution that leads to violence. But the process of conflict resolutions is conducted through negotiation, where women no longer play any role in the process. The meaning of Matrilineal culture with politic patriarchy structure performs the primacy of men as a representatives of public affairs and leader of organization that are implemented by the parties who are involved which then creates the barrier toward the role of women in conflict resolution process.
