Abstract This study aims to determine the policies that run the United States in dealing with terrorism in the Philippines in 2001-2010 under the leadership of George W. Bush and Barack Obama. September 11 that brought down the World Trade Centre (WTC) and the Pentagon in the United States triggered effects that are not simple for U.S. foreign policy to immediately declare a global war against terrorism. The war against terrorism is carried out globally, including in the Philippines. This is a descriptive study using several theories and concepts, the theory of U.S. foreign policy, the concept of Terrorism and Counter Terrorism Theory. This study uses literature, using data available in the library such as books, journals, newspapers, articles and internet sources. The results showed that the policies implemented by the United States in the Philippines experienced differences in orientation to the regime of George Walker Bush and Barack Obama. In the regime of George W. Bush, the United States put forward the Hard Power in addressing the issue of terrorism in the Philippines. While the regime of Barack Obama, the United States put forward the Smart Power. Policy differences is due to the influence of the political situation in the domestic political situation in the United States and International. The difference in policy orientation also affect the intensity of terrorism in the Philippines. Key Word : U.S. Foreign Policy, Philippines, Terrorism.
