ABSTRACT The Position of Actors in the Computer Software Market Indonesia (Case Study about the Position between the State and Society in a Memorandum of Understanding the Government of Indonesia and Microsoft 2006) By: Bayu Indra Pratama The Government of Indonesia signed a Memorandum of Understanding (MoU) with Microsoft in 2006. Society together with the House of Representatives and the Business Competition Supervisory Commission (Komisi Pengawas Persaingan Usaha) rejected this MoU. The reason why they rejected this partnership because it has the potential to harm Indonesia. This agreement also shows the government inconsistency of Indonesia, Go Open Source program that have been announced previously. This study aims to determine the position and arguments between the state and the society about the Indonesia Government MoU with Microsoft in 2006. This study uses a case study method. Competition between open source software and proprietary software become the context in this study. This research was also supported by a historical review of the position of the state and society in the development of computers in Indonesia. The results from this study showed that people with the House of Representatives and the Business Competition Supervisory Commission (Komisi Pengawas Persaingan Usaha) appeared as a dialectic of control of the government. It is shown by the discontinuation of the MoU in the implementation stage. Weak arguments of the government makes it difficult to continue the agreement. The society and informal institutions pressure that exist make the government do not have a reason other than not to continue the MoU. Keyword : Microsoft, Indonesia, State, Society
