Abstract Subsidy for poor female in Timor Leste is a government program as a policy to empower female by utilizing home industry; hence female can have more productive activities outside home to further develop home economy’s welfare in order to fulfil other basic needs. From the successes of various entrepreneur groups, we can derive that the government held an important role in the sustainability of the subsidy for economic developments. The government is so concentrated in economic problems by handing out subsidy, because a reliable economic condition can guarantee the quality of other non-­‐economic conditions. Female is one of the largest victims to poverty, mostly due to the poor access to economic, social, politics, education, and healthcare. This condition causes them to be drowned in poverty, marginalization, discrimination, and exploitation, which causes uneducated or unskilled female forced to work as servants, peasants, street sellers, factory labour, tramp, and some were forced by situation to become prostitutes. The success of female groups in managing the home industry is also affected by the government’s role and effort in creating and improving the capacity of work groups, both individually and in groups. The improvement of this work group could solve the various problems related to the efforts in welfare quality improvement and self-­‐sufficiency. The management of this subsidy program for home industries so far have shown good impact in the developments of female in increasing welfare. However this needs more attention from both the central and local government and various parties to give the chance and ensuring sustainability of the achieved results.
