Therefore, the City Government set regional regulation No. 18 in 2009 about parking and regional regulation No. 19 in 2009 about levy on the edge of public street parking.Starting in 2010 the Government of Yogyakarta , according to regional regulation about parking and levy on the edge of public street parking, impose a tariff increase of parking for all vehicle types, simplify regions, and increase the share of the pickings of parking levies to the parking oparator. This policy expected to increase parking levy’s revenues, more secure services and convenient parking, and traffic flows smoothly. Based on this, this study examines how the quality of parking at the edge of the public roads of the city and what factors that affect the service quality on the edge of public street parking. This research uses qualitative descriptive method where data collected from primary data and secondary data then analyzed using qualitative indicators of quality of service: 1). tangible 2). Reliability ; 3.) Transaparan and 4.) security . Then the factors that affect the parking servise quality using indicators : 1). human resources; 2) organizational structure; 3). facilities and infrastructure; and 4). Service System. After the analysis service quality of parking on the edge of public street parking less well and yet according to the wishes of the community. This is because the layout of the parking spaces are not in place that interfere with the capacity of highways and disrupting the pedestrian capacity and also lead to congestion. Then the rates charged by parking operator which do not comply with official rates. This occurs due to insufficient parking spaces accommodate many of his vehicle so using highway capacity. The human resources of Transportastion Department that monitor directly into the field just a pick up that add up to 12 people to keep an eye on the parking lot 900 people outside the parking operators so ineffective, so that a parking lot of cheating in order to pursue personal gain. Based on the results of the study, the authors recommend a couple of things: 1) implement control methods of parking; 2) create pockets of parking in Malioboro Street ; 3) organizes training to parking operators ; 4) deposit based on benchmark; and 5) increased the number of supervisory apparatus.
