Polycy Learning Dalam Kebijakan Publik Pemerintah Daerah di Indonesia:(Studi Kasus Reformulasi Kebijakan Penanggulangan Kemiskinan Daerah di Kabupaten Gunungkidul)

Public policy formulation not monoton anymore : top down and waiting for central command, but there more creativity and innovation in local policy making process. One of them is policy learning. The aim of this research is knowing policy learning process in local public policy formulation process in Indonesia, in contect reformulation of local poverty allevation in Gunungkidul Regency case study. This research use single case study focusing in reformulation of local poverty allevation in Gunungkidul Regency case. The data collection method in this research use observation, interview and secondary data search. This research use qualitatif analysis. The result of this research show that policy learning in reformulation process of local poverty allevation in Gunungkidul Regency stimulate by Gunungkidul goverment interest using cooperation chance with third party. With direct learning, echelon III and IV beraucrate do conceptual learning from the former of local poverty allevation policy and the result of IRE-Bappeda Gunungkidul Regency collaboration research and then by selective imitation adopted to the new local poverty allevation policy in Gunungkidul Regency realized in strategi penanggulangan kemiskinan daerah (SPKD) year 2012-2015 document. In the process, policy learning affected by three factors : regulation, local goverment interest and local goverment experiences in their local poverlty allevation policy. The barier of implementation to program are : low goverment fiscal capacity, limited time and human resources limitation. Keywords : Policy learning, local poverty allevation
