Implementasi Kebijakan Bantuan Langsung Benih Unggul Sekolah Lapang-Pengelolaan Tanaman Terpadu (BLBU SL-PTT) Padi Tahun 2012 di Kabupaten Barito Utara

ABSTRACT This study analyzed a problem on implementation of program policy of Bantuan Langsung Benih Unggul Sekolah Lapangan Pengelolaan-Tanaman Terpadu /BLBU SL-PTT (Excellent Seed Direct Aid for Field School of Integrated Plant-Management) of rice in 2012 in North Barito Regency. The focus of the study would observed the lowness of adoption level of excellent seed usage amongst BLBU recipient small farmer (peasant). The study was done in South Teweh Subdistrict, North Barito Regency. South Teweh Subdistrict was chosen as a study location because in this area there is both semi technical irrigated land and rainfall receptacle land, and the area was rice producer center. There are 3 (three) villages in South Teweh Subdistrict, those are; Trahean, Trinsing, and Bintang Ninggi I. The most of small farmer in the area, are transmigrant citizen and only a little are the native. This study used qualitative descriptive method. Data collecting was performed by interview, observation, and documentation tracking. Interview was performed by purposive sampling to the several informants who were the staff of the Office of Agriculture, Fishery and Livestock, of North Barito Regency and to the both the leader and the member of Agriculture Group (Kelompok Tani). The result of the study shows that the implementation of BLBU SL-PTT policy in North Barito Regency was not optimal yet. In socialization stage to the Agriculture (Farmer) Group, there was obstacle that should be faced those were the limited of PPL personnel and transportation access. The seed distribution that was directly performed to the recipient farmer, made the staff in the field strained because in the certain locations there was no telephone network yet. Implementation of SL-PTT as a learning medium for the small farmer was also not appropriate yet to the rule. The slowness of dry land rice excellent seed adoption in North Barito Regency was influenced by the small farmer characteristic, excellent seed innovation characteristic, the nature of the centralistic policy and the lack of local government support in the development of dry land rice excellent seed. Based on the result of this study, it is recommended that, the Agriculture Office may give a sanction to the small farmer group of the seed aid recipient which did not perform SL-PTT. BLBU policy need to be build by bottom up appropriated to their agroecosystem potential and sociocultural condition of the local community. The effort to broaden the utilization of dry land rice excellent seed, should be performed gradually and continually by involving a research institution and higher education institution.
