2014 | Tesis | S2 Magister Administrasi Publikxiv ABSTRACT This research is based on phenomena of the hardest of implementation of the policy, many several of the problems that occurred because of the failure implementation of the policy. In Lampung Province there is a policy made by Government of Lampung Province. This policy becomes manual for all of entrepreneur in order to go through CSR program which is synergy with the program of region development. In reality this policy becomes wrapped around the government, private and society. The dynamic of differences interest and perception between them become serious problem for implemented this regulation or this policy. By mean of the dialogue, this research try to describe detailed the interaction that could happened among the actors along implemented the policy of Governor Regulation No. 30 Year 2011. This research supposed to understand the actors who mixed up with process implementation of the policy within many interest and perception in order to know the kind of the dialogue in the policy of implementation Governor No. 30 Year 2011. Also to know the obedience the company go through the CSR Program, both of the company whose become the objective of the research are; PTPN 7 and Nestle corporate. The method of research is descriptive qualitative. It describes and explains the situation of the objective research based on the fact and understanding the phenomena about the interpretation of the changes symptom in reality. The technical of collecting data is deep interview, observe, and documentation study. The technical analysis consists of reduction, display and verified data. The result of the research shows that the dialogue which built among the actors is not optimal and well done yet. Although it cause the implementation of the policy for managing CSR/PKBL in Lampung Province failed. Even though this mechanism of implementation well representative but in the practicum it was not. Otherwise to streamline the policy has made the special institute for managing CSR/PKBL Program in Lampung Province; The Forum of Communication CSR, Team of Facilities Province, Team of Facilities Regency/City. The problem appeared since the first time, where each actor could not treat the same as the commitment about the policy. The pulling interest and perception among government, private and society become main factor the failure of implementation the policy. The dialogue that happened between government is assume that CSR program could fund the region development, and the private assume that it could burden the entrepreneur because of CSR for the private become business strategic meanwhile the society in reality is not bandage yet actively in this policy, still become passive group. In conclusion, this policy appears rejection from non-governmental actor which is of course have the impact to the policy of managing CSR/PKBL in Lampung and it also failed to implemented.
