2013 | Tesis | Manajemen dan Kebijakan PublikABSTRACT Performance- and Activity-based Honorarium Program as a manifestation of performance-based numeration program is a program designed by UT in order to implement bureaucratic reforms for improving the performance and satisfaction of civil servants in UT. It was implemented in 2008 based on the Decree of Rector No. 169/H31/KEP/2008. However, to date there are still complaints, indicating the poor performance of civil servants in UPBJJ-UT Padang. This thesis aims at analyzing the implementation of the performance and activity-based honorarium program in UPBJJ-UT Padang and the factors influencing it to find out why the honorarium program in UPBJJ- UT Padang has not been able to achieve the goal of improving the poor performance of civil servants. The central theme of this study is the implementation of the performance-based remuneration program, so that the concepts and theories applied to map the problems of this research are those related to the performance-based remuneration program, its implementation, and the factors influencing it. By using a qualitative descriptive approach, this thesis describes the dynamics of the implementation of the performance- and activitybased honorarium program in UPBJJ-UT Padang. To analyze the implementation of program, this study evaluates the suitability of program guidelines and realization in achieving the goals of program in order that the factors influencing program implementation can be identified and described. Results of this study concluded that the performance- and activity-based honorarium program have not been able to achieve the goal of improving the poor performance of civil servants in UPBJJ- UT Padang because it cannot still be implemented well. The constraint found in the implementation was inconsistency between the realization of program and the guidelines of program. It is impressed that the implementation of program was only to performing the formal obligations and not oriented to the goals of program for improving the performance of civil servants in UPBJJ- UT Padang. The factors influencing the implementation of the program were the low commitment of implementing staff in achieving the goals of the program, the weak supervision of the program, the low capacity of human resources in the implementing of the program, and the poor design of program with many weaknesses.
