2013 | Tesis | Ilmu Hubungan InternasionalABSTRACT `Senior ulama or mufti is one important actors in the dynamic of Saudi Arabian Politics. Although Ulama don’t have directly role in decision making process in Saudi Arabian government but, they can influence the public opinion of Saudi Society to oppose or support government`s policy by their fatwa (religious decision). The role of `ulama in Saudi Government has begun since preestablishment of the kingdom of Saudi in 18th century, in the era of King Saud and Syekh Abdul Wahhab. This study aims to see the role of `ulama in recent phenomenon, Saudi counterterrorism policy and Arab Spring Phenomenon in 2011. This research is descriptive research and collecting data by library research. The result of this research is `ulama have still big role in influencing public opinion by their fatwa. Fatwa is made to support counterterrorism and counterrevolution program of Saudi Government either in domestic sphere or international one. On the other hand, the fatwa can excommunicate the people oppose government policy and give legitimacy to the government to oppress or fight against the oppositions.
