Education budget is still considered less propoor. Public policy is a product of interactional synergy actors. Therefore, this study aims to understand the problems in the education budget formulation actor interaction in Sleman so less pro-poor. Analysis interaction actors performed through approach principal agent theory. Qualitative research is used a case study approach to understanding the phenomenon of interaction. The technique of using interviews deep, observation and documentation. Data analysis techniques with interactive models follow the rules of Matthew B.Miles. The findings of this research known actor interaction does not produce policy education budget pro-poor due to the dominance of local government as an agent in influencing the budget raises the agency problem in the interaction sso that creating a breach of contract there are not guarantees the education of the poor. problem agency proved with agent behavior more priority to private interests, the bounded rationality, the effort to avoid the risk, asymmetric information between principal and agent, the monopoly of information by the agent. Agency actions have led to the weak position of the community as the principal. On preparation and discussion of the budget there is a shift in the role of principal from the public to Parliament but was not effective because the parliament is weak in carrying out its functions. Suggestions to minimize the agency problem in the behavior dimensions by applying incentives and effective control. The organization dimensions should be done institutional reform and enhancement of capacity DPRD and public. The information dimensions’ should be done by triangulation independent data.
