2013 | Tesis | Ilmu Hubungan InternasionalABSTRACT This thesis was aimed to analyze the regime effectiveness of Indian Ocean Tuna Commission to deal with fisheries problems in Indian Ocean. The states arround the Indian Ocean must overcome several problems such as illegal, unreported and unregulated tuna fishing. Year by year a high proportion of tuna catches in this area increasing due to the increase of people need in tuna meat. Cooperation among states in management of Indian Ocean Tuna fisheries is implemented through the establishment of IOTC regime based on the environment and ethical values to maintain the sustainable of tuna fish stocks in its area of competence. There is a need to organize the comprehensive research for understanding the degree of regime effectiveness. The effectiveness of IOTC regime will be analysed with three indicators namely problem type, problem solving capacity and level of collaboration inside the regime. Through these three indicators IOTC has a high degree on effectiveness. Furthermore, three dimensions will be used for evaluating the component and phase of the regime namely output, outcome and impact to understand its process from regime formation until regime implementation.
