Abstract The users of Transjogja service appraised that Transjogja has not been efficient and effective else in mobilization their performance known that the operation of Transjogja service during the latest 5 (five) years operating can be called has not been optimal yet. In every policy evaluation produce the conclusion, whether the policy is stopped, or continued. If it is continued, whether it is fixed or revised. In the reality, although theoretically the policy of this Transjogja bus can be called fail to create a goal however recently the government of DIY still continue operational policy of Transjogja bus. In the situation of policy problem like this should be thorough why the operational policy of Transjogja bus is still survived and the sustainability of furthermore Transjogja policy need to be taught how revise the policy in order to effectiveness of Transjogja operational to gain goals. The result of this research that use qualitative method show that the arguments of DIY’s government defend the policy of Transjogja bus are caused by 1) Restrictiveness the public transport industrialist in providing public transport service (city bus) that representative (safe and comfortable); 2) Policy of Transjogja bus is a subsystem of management rehabilitation of public transport in DIY with the purpose is provide fast, reliable, and convenient of public transport, as well as reduce traffic jam in Yogyakarta; 3) The operational of Transjogja bus is done by partnership pattern between government and industrialist if public transport; 4) there have been improvement of income over the operational of Transjogja bus so that regularly will reduce Vehicle Operational Cost subsidy. In the providing recommendation on policy to improvement of service delivery performance Transjogja then conducted analyzes implementation of operational policy issues of Transjogja bus which include the technical aspects, creating special lanes of Transjogja bus, creating bus lines, bus priority for crossroad, bus route Transjogja evaluation, and economist or financing implementation operational i.e., close supervision and relevancy to change management system into BLUD system. Both of these aspects have a dependency toward the operational performance of Transjogja bus. Keywords: Transjogja bus, policy sustainability, public choice
