ABSTRACT Discriminative behaviour is one of pathologies public service often did as occurring in Baruga Timur Baru Hospital. The discriminative behavior has caused limited health access and low service quality poor people feel. Although governmental health insurances (Jamkesmas/Jamkesda) have been provided to poor people, discriminative behaviour has persistently occurred and was increasingly complex. This thesis analyzed discriminative behaviour of health service personnel in Baruga Timur Baru Hospital, which discover what discriminating behavior occuring in health service, particularly again poor people using health insurance. Main theme of this research is to analyze discriminating behavior using organizational behavior theory to explain discriminating behavior construction and factors inducing discriminating behavior of public service personnel. This thesis used phenomenology approach by focusing on three behaviour determinants, namely, attitude, social influence and behaviour control to indicate causes, considerations, reasons and motivations of discriminating behavior. The result conclude that discriminating behavior occurring in health service in Baruga Timur Baru hospital is adapted from provision and service system occurring in health service environment. Existing provision and service system formed asymmetric relation that is normative reference for individual to behave discriminatively. Construction of discriminating behavior occurred gradually from behaviour indicating low responsiveness and ethic value in providing service to emerging health commercialization revealing strong economic motive in health service.
