ABSTRACT This study titled HIV/AIDS and countermaesures in Merauke Regency. Purpose of this study to determine/evaluate, first; what factors are causing the initial outbreak/incidence of increased transmission of HIV/AIDS in Merauke Regency. These two factors, which could lead to decline in mitigation/reduction of infection of HIV/AIDS in Merauke Regency. And third to know the policies that have been implemented in an effort that has been implemented and is successful response to HIV/AIDS in Merauke Regency. Benefits expected from the results of this study can be used as a guideline for the Regencies of Merauke and special way for the social services regencies of Merauke, and society in general so as to support the successful implementation of social rehabilitation response to HIV/AIDS in Merauke Regency. In this study, using the methods of literary study for secondary data analysis and descriptive analysis of interviews with community respondents of a healthy society, the people who inhabit the areas prone to HIV/AIDS, such as : commercial sex workers/residents built, and showgirl pimps and interviews several stakeholders, such as : official head of social services, health, AIDS Commission (KPA),as well as other agencies associated with this activity, namely : the head of district, LSM, headman, village chief and chairman of the pillars reighbors (RT). Results of this study indicate that first; there are factors that cause the spread of infection HIV/AIDS which, incidentally through despair of human life, the infection has spread through the deployment of resources is measured through a dichotomous indicator of continuation, change in women’s demographic trends, migration from rural to urban areas and increase transportation system, the commercial sex industry and customers. These two factors, which causes decreased transmission of infection HIV/AIDS is measured through indicators : coaching, counseling, coordination as the preventive to improve the understanding of insight and understanding of society and citizens assisted in the areas prone to resources and causing danger of HIV/AIDS, althogh the implementation is not optimal to succeed in chaging behavior. Third; succssful implementation of HIV/AIDS in Merauke Regency through the assessment of regional policy, if there is shortage can be in perpect it is measured through indicators : political and ideological support for women and children and the institution/organization aids prevention commission Merauke Regencies.
