Tourism is one of the leading sectors of Belitung regency due to The Regions Long-Term Development Program (RPJPD) 2005-2030. Currently, The Belitung government is trying to bring out all resources they have, including the tourism sector, so in the future they could improve the socio economic life and the prosperity of Belitung regency. This study is trying to find how the tourism industry can provide direct benefits to business and employment opportunities, increased the people’s incomes for the equitable development, as well as the regions revenue through taxes and levies. This researchis using descriptive qualitative research methods and also the data collection technique through direct observation of the tourism management activities and in-depth interviews with several informants such as businessmen, government officials and the communities as well as the study literature related to the government’s report, like RIPPDA, GDP, and Belitung in Figure. The theoretical logic underlying this study is that the improvement of the regional economic factors and physical infrastructure will encourage investment in the tourism sector at Belitung regency, then investment brings benefits to communities such as business opportunity, job opportunities, increased incomes, equitable development and increase the local revenue. Research findings show that the investment on the tourism sector at Belitung Regency affects the employment as 10.21 at 2010. Its increasing 5,16 % compared to 2005. At the other side,this sector makes the communities income increase from Rp. 408,330.00 in 2010 to Rp. 235,923.00 in 2005. The effect of tourism investment to business opportunity instead, depends on tourism objects management. If the tourism object is managed by private company, found that it will give only small benefit to local community compared with the government or the local community management. Because of 55 % of the tourism object management performed by the private company, found that the local community only get small benefit from this sector, and the role play by them is also at the small portion. The local government is expected to be able to empower the local communities at the aspect of management and the development of the tourism object such as the training of capacity building andbusiness planning, improving the tourism product and find the market. In addition, the government is expected to do the business loans distribution, bridging partnerships between local communities and managing both public and private tourism object, so the local community will get a greaterbenefits from the tourism activities in the future. But we have not forget that the government have to give the management of untouched tourism object to the community by developing tourism based on community (PBK), and limit the ownership of the tourism object by private.
