The thesis analyzing about how negotiation model implemented by local government East Flores in dispute solving with fisherman group in subdistrict Larantuka, regency East Flores. The case studied how management Motor Ship Pole and Line at Fishery And Oceanic Service, regency East Flores. Disputes background begin when local government through Fishery And Oceanic Service regency East Flores brought 33 Motor Ship Pole and Line that would be pay by installment every month by fisherman group with agreement Operational Cooperation (KSO) consensus agreed before. In fact, fisherman group whose received that ships unable to pay installment according to Operational Cooperation (KSO) agreed. Fisherman neglected do their obligation to pay installment ship purchasing. Government perceived harmed and made effort taking back the ships because assumed fisherman group not keeping a promise (wanprestasi). The root problem of disputes is inconsistency in cooperation relationship caused by unfulfilled interest and financial needs as as essensial requirement in operational cooperation agreement. If the disputes solved uniterally based upon authority and power, probably resulted new negative conflict. In such condition, local government regency East Flores will not be able to solve this problem if not working along together with fisherman group side as their partner. Therefore, one of the appropriate ways solving the disputes between local government regency East Flores and fisherman group Pole and Line is using negotiation ways. Negotiation needed in disputes solving processes that make possible for sides evolving problem solving that everyone could accepted. Research approaches using qualitative approached, study approach type is case study. Data gathering technique with observes, interviewed and document analysis. It is analysis descriptive that give description and analyzing in detailed problem studying. Key word: Disputes, Negotiation, Negotiation Model.
