INTISARI Penduduk lansia semakin hari semakin bertambah sehingga memerlukan penanganan secara khusus, hal ini dikarenakan kondisi lansia yang sudah lemah. Provinsi DIY pada tahun 2014 memiliki jumlah lansia mencapai 15% secara nasional dengan usia harapan hidup berkisar 75,5 tahun. Fenomena peningkatan lansia ini tentu perlu diantisipasi karena membawa implikasi yang luas dalam kehidupan keluarga, masyarakat dan negara. DIY sendiri berdasarkan hasil data Dinas Sosial Provinsi DIY 2010 memiliki jumlah lansia terlantar di wilayah Provinsi DIY total sebanyak 29.724 orang. Berkenaan dengan hal tersebut, maka kelompok lansia di DIY perlu mendapatkan perhatian yang serius dari semua pihak, terutama pemerintah melalui berbagai kebijakan dan program perlindungan sosial, bantuan sosial maupun pelayanan sosial salah satunya kepada kelompok rentan dalam hal ini lansia miskin atau terlantar, sebagaimana tertuang dalam Undang-Undang Nomor 13 Tahun 1998 tentang kesejahteraan sosial lansia. Penelitan ini dilaksanakan di Dinas Sosial Provinsi DIY dan Panti Sosial Tresna Wredha Abiyoso dan Budhi Luhur DIY, serta memiliki tujuan untuk menganalis dan mendeskripsikan resiko sosial yang dihadapi oleh lansia, dan program pemerintah yang menanggulangi masalah tersebut serta dampak dari program tersebut terhadap kesejahteraan lansia. Hasil penelitian menunjukkan bahwa resiko sosial yang dihadapi oleh lansia terlantar berupa keuangan, pekerjaan, pensiun, perumahan, masalah transisi, kehilangan peranan dan isolasi, serta kematian. Hal tersebut merupakan resiko yang rawan terjadi pada lansia terlantar karena kondisi lansia yang lemah. Dengan kondisi tersebut, Dinsos dan PSTW DIY melaksanakan program pelayanan diluar dan didalam panti untuk lansia terlantar, sehingga kehidupan lansia terlantar menjadi lebih baik. Dengan adanya program pelayanan sosial untuk lansia tersebut, diharapkan kualitas hidup lansia menjadi baik, dengan adanya kualitas hidup yang baik diikuti oleh kesejahteraan lansia yang baik pula. The population of the elderly is growing bigger each day thus they need a special handling because of their condition. In the Province of DIY, the number of the elderly in 2014 had reached 15% of national population with a life expectancy of 75,5 years. This phenomenon certainly needs to be anticipated because it gives a big impact in the life of the family, the society, and the country. In DIY itself, based on the data from The Provincial Social Services of DIY in 2010, the number of neglected elderly around the area is 29.724 people. In this regard, the elderly in DIY is in a need of a serious attention from all parties, especially the government, through some policies and social protection program, social assistance and social services, as stated in Undang-Undang Nomor 13 The Year of 1998 about social welfare of the elderly. This research was conducted at The Provincial Social Services of DIY and Social Homes of Tresna Wredha Abiyoso and Budhi Luhur DIY. The purpose of this study is to analyze and describe the social risks faced by the elderly, and government program to overcome the problems and the impact of the program to the prosperity of the elderly. The result showed that social risks faced by neglected elderly is about finance, jobs, pensions, housing, transition problems, normlessness and isolation, and death. This is a risk prone to occur in neglected elderly due to the weak elderly conditions. Under these conditions, The Social Services and PSTW DIY carry out some service programs outside and inside the home for neglected elderly, so that their life will be better. With the social services� program for the elderly, their quality of life is expected to be good, with good quality of life followed by good elderly welfare also.
