PENILAIAN KUALITAS KINERJA PENGADILAN AGAMA JEPARA DALAM IMPLEMENTASI PELAYANAN PRIMA: APLIKASI PENDEKATAN INTERNATIONAL FRAMEWORK FOR COURT OF EXCELLENT

Penelitian ini dibuat untuk mengukur kualitas kinerja serta dapat membantu mengidentifikasi area-area mana saja yang membutuhkan perbaikan kualitas untuk meningkatkan kinerja pengadilan dalam pelayanan publik yang prima sesuai dengan tujuan reformasi birokrasi. Semakin disadari bahwa pelayanan dan kepuasan masyarakat khusunya para pencari keadilan, merupakan aspek vital dalam rangka mewujudkan pelayanan prima. Pengadilan Agama Jepara sebagai salah satu lembaga peradilan yang berada di bawah Mahkamah Agung Republik Indonesia, memerlukan penilaian kinerja dalam rangka mengetahui tingkat keberhasilan organisasi dan perbaikan kinerja yang terus menerus dalam mewujudkan pelayanan prima. Oleh karena itu diperlukan suatu metode yang tepat agar dapat mengetahui kualitas kinerja Pengadilan Agma Jepara. Salah satu metode yang dapat dipakai untuk menilai kinerja Pengadilan adalah The International Framework for Court Excellence (IFCE). IFCE merupakan sistem manajemen mutu yang dirancang untuk membantu Pengadilan meningkatkan kinerjanya. Dengan menggunakan IFCE akan dapat diketahui kualitas proses kinerja awal dari Pengadilan dan dapat mempersiapkan suatu peningkatan atau perbaikan untuk meningkatkan kinerja Pengadilan selanjutnya. Hasil penilaian kinerja berada pada level yang Unggul, dimana total nilai yang dicapai pengadilan adalah 916 atau termasuk dalam Kategori 6 dari Penggolongan Skor Total. Evaluasi atas hasil pengukuran kinerja, digunakan untuk menentukan usulan-usulan perbaikan yang diharapkan dapat meningkatkan kinerja Pengadilan.

This study was designed to measure the quality of performance and can help prepare the performance improvement of the Supreme Court of the Republic of Indonesia in order to improve the excellent public service in line with the objectives of bureaucratic reform. It is increasingly realized that the service and satisfaction of the people, especially the seekers of justice, is a vital aspect in order to realize the excellent service. The Jepara Religious Court as one of the judiciary institutions under the Supreme Court of the Republic of Indonesia, requires performance appraisal in order to know the level of organizational success and continuous improvement of performance in realizing the excellent service. Therefore it is necessary a right method in order to know the performance quality of Agma Jepara Court. One of the methods that can be used to assess the performance of the Court is the International Framework for Court Excellence (IFCE). IFCE is a quality management system designed to help Courts improve their performance. By using IFCE it will be possible to know the quality of the initial performance process of the Court and to prepare for an improvement or improvement to improve the Court's subsequent performance. The performance appraisal results are at a excellent level, where the total score reached 916 is included in Category 6 of the Total Scorers Classification. Evaluation of performance measurement results, used to determine proposed improvements that are expected to improve the performance of the Court.
