EVALUASI IT GOVERNANCE PADA LAYANAN AKADEMIK PERGURUAN TINGGI MENGGUNAKAN COBIT 5 (STUDI KASUS BISKOM UAD)

Teknologi dan sistem informasi merupakan bagian yang terpenting dalam membantu berkolaborasi dan berinovasi untuk meningkatkan pelayanan dan keunggulan kompetitif institusi dalam pengembangan sistem informasi akademik. Infrastruktur Teknologi dan sistem informasi yang berada di universitas baik dari aspek hardware, software, instalasi jaringan komputer dan sumber daya manusia diharapkan mampu memberikan manfaat dan dukungan penuh dalam mendukung civitas akademik dalam menjalankan proses bisnis yang efektif dan efisien. Universitas Ahmad Dahlan sebagai universitas yang terus tumbuh dan berkembang, dengan penambahan baberapa unit kampus harus diimbangi dengan penambahan infrastruktur teknologi informasi. Proses bisnis yang kompleks serta permasalahan layanan akademik yang ada sehingga perlu dilakukan evaluasi terhadap proses bisnis yang berjalan serta melakukan perancangan tata kelola untuk menunjang kebutuhan bisnis. Evaluasi dilakukan agar terciptanya kualitas implementasi yang sesuai dengan kebutuhan Universitas. Proses evaluasi dimulai dari menganalisis kondisi saat ini, dokumen pendukung, analisis SOP, Proses Bisnis, SWOT, identifikasi Proses COBIT 5, kemudian melakukan pengukuran kapabilitas layanan sistem informasi. Tahapan selanjutnya melakukan evaluasi dan memberikan rekomendasi perancangan tata kelola dengan mengadopsi ITIL framework dari hasil analisis managemen risiko setiap proses dan konfigurasi managemen sistem informasi yang ada. Adapun hasil pengukuran tingkat kapabilitas tata kelola TI terdapat 10 (sepuluh) proses COBIT 5 masih berada pada tingkat kapabilitas 2 ( Manage process). Dari hasil analisis SOP, telah dibuat 33 Proses bisnis akademik di UAD dimulai dari SOP PMB sampai dengan wisuda, dengan adanya keterlibatan Sistem Informasi yang menyarankan pada perubahan SOP. Telah diidentifikasi risiko-risiko dan dibuat perancangan tata kelola SI/TI di UAD yang dapat digunakan untuk pengembangan sistem informasi UAD.

Technology and information systems are the most important part in helping to collaborate and to innovate to improve services and institutional competitive advantage in the development of academic information systems. Infrastructure Technology and information systems that are in university both from the aspects of hardware, software, computer network installation and human resources are expected to provide benefits and full of support in supporting academic community in implementing an effective and efficient business process. Ahmad Dahlan University as a university that continues growing and developing, with addition of some campus units must be balanced with addition of information technology infrastructure. Complex business processes and existing academic service problems that need to be evaluated on the current business processes and do the design of governance to support business needs. Evaluation is conducted to create the implementation quality that suits the needs of the University. The evaluation process begins with analyzing the current conditions, supporting documents, SOP analysis, Business Process, SWOT, COBIT 5 Process identification, then measuring the capabilities of information systems services. The next step is to evaluate and to provide recommendations on the design of governance by adopting the framework ITIL from the results of risk management analysis of each process and management configuration of existing information systems. As the measurement result of IT governance capability level, there are 10 (ten) COBIT 5 process still in level of capability 2 (Manage process). From the result of SOP analysis, 33 business processes have been created in UAD starting from SOP PMB to graduation, with the involvement of Information System that advises on SOP changing. Risks identified and IS/ IT governance design created in UAD are used for UAD information system development.
