Provinsi Daerah Istimewa Yogyakarta memiliki banyak julukan yang salah satunya dikenal sebagai kota pariwisata. Bentang alam yang beraneka ragam, mulai dari gunung hingga pantai yang berada di wilayah provinsi Daerah Istimewa Yogyakarta semakin mempertegas julukan itu. Salah satu wisata yang sedang mengalami peningkatan tren adalah wisata susur goa Grubug-Jomblang. Penelitian ini bertujuan untuk menganalisis kebijakan Pemerintah Daerah dalam mengelola pariwisata di Provinsi Daerah Istimewa Yogyakarta utamanya terhadap keberadaan wisata minat khusus berbasis wisata susur goa. Perumusan masalah dalam penelitian ini adalah : Apa konsekuensi Peraturan Daerah terkait bagi goa Jomblang-Grubug yang ditetapkan sebagai wisata minat khusus, Bagaimana peran Pemerintah Daerah dalam mengelola kawasan karst Pegunungan Sewu, Bagaimana kendala yang dihadapi dan Apa upaya sebagai cara mengatasi kendala dalam mengelola wisata minat khusus di provinsi Daerah Istimewa Yogyakarta. Hasil penelitian ini adalah bahwa kebijakan Pemerintah Daerah Provinsi Daerah Istimewa Yogyakarta belum mengatur secara menyeluruh keberadaan wisata minat khsuus berbasis susur goa di provinsi Daerah Istimewa Yogyakarta. Hal tersebut dapat dianalisis dari peraturan perundang-undangan terkait dan rencana strategis pembangunan pariwisata Daerah.

Yogyakarta Special Region is a province in Indonesia which also know as the city of tourism. The variety of its landscape, where we can find its attractiveness from the majesty mountains to the beautiful shores, emphasizes the title: Yogyakarta is the city of tourism. One of the attractiveness is special interest tourism based on cave exploring in goa Jomblang-Grubug. This study aims to analyse the local goverment policy for the tourism development in Yogyakarta Special Region especialy to the special interest tourism based on cave exploring. The problem in this study is : What is the implication of the Provincial Regulations to the special interest tourism in goa Jomblang-Grubug, How is the role of the Local Government in managing the Sewu Mountains Karst Section as the special interest tourism based on cave exploring, What is the main problems to local government to develop the special interest tourism based on cave exploring and What has the local government done to get rid of the problems? The result of this study is that the local government policy is yet effective nor comprehensive to regulate the special interest tourism in Yogyakarta Special Region. The research result is analyzed through the establishment of regulatory background, consideration in the regulation and articles contained in the regulation.
