The Role of Jubilee 2000 Transnational Social Movement in the Debt Cancellation Campaign of African Countries

Pada tahun 1970-an, dunia tengah mengalami kemunculan krisis hutang-hutang luar negeri yang menjalar diantara para negara berkembang di seluruh dunia. Namun, institusi ekonomi internasional seperti IMF dan negara-negara kreditur hutang terkesan lambat dalam merancang mekanisme yang dapat mengatasi permasalahan ini. Di saat yang bersamaan, mulai banyak gerakan advokasi di seluruh dunia yang bergerak untuk mengangkat skema penghapusan hutang. Skripsi ini bertujuan untuk menganalisis pertumbuhan gerakan serta kontribusi yang diberikan oleh gerakan Jubilee 2000 dalam upaya mendorong skema penghapusan hutang luar negeri milik negara di kawasan sub-Sahara Afrika. Melalui studi kasus ini, penulis berpendapat bahwa gerakan Jubilee 2000 berhasil mengangkat urgensi di kalangan dunia internasional terhadap ide penghapusan hutang luar negeri sebagai jalan paling efektif untuk memecahkan permasalahan krisis hutang luar negeri milik negara berkembang melalui metode issue framing terhadap konsep hutang haram (odious debt) serta mobilisasi massa untuk mengemukakan tuntutan mereka. Dari penulisan skripsi ini, ditemukan bahwa Jubilee 2000 bermula dari kumpulan organisasi masyarakat di seluruh dunia yang telah bergerak sejak era 1980an dan gerakan ini berevolusi menjadi sebuah gerakan transnasional hingga mencapai puncak gerakannya di tahun 1999 silam yang menunjukkan eksistensi dan pengaruh mereka terhadap penguatan tema penghapusan hutang luar negeri negara berkembang.

In 1970s, the world was suffering from the emergence of debt crisis among the developing countries around the world. Nevertheless, the international financial institution such as IMF and the creditor states are seemingly slow to provide a lethal mechanism to solve this problem. In the meantime, a lot of advocacy and coalition group began to move to bring the theme of debt cancellation. This undergraduate these aims to analyze the development of the movement as well as the contribution being given by the Jubilee 2000 toward the agenda to push for further debt cancellation of the sub-Saharan African nations. In this research, the writer argues that the Jubilee 2000 able to escalate the urgency of debt cancellation agenda among the international community as the only effective solution to tackle the debt crisis issue through issue framing of the odious debt and also large scale mass mobilizations as a method to deliver their demand. From this undergraduate thesis, it is found out that Jubilee 2000 is originated from a collection of civil society organizations which have emerged since 1980s and later, this movement is evolving into a transnational social movement until it reach its peak in 1999 where it prove their existence and influence toward the agenda to push deeper measurement for the debt cancellation plan in the sub-Saharan Africa region.
