KINERJA PEMERINTAH KOTA BEKASI DALAM MENINGKATKAN INVESTASI DAERAH SELAMA PERIODE 2010-2015

Kebijakan otonomi daerah memberikan dampak positif bagi tiap-tiap Pemerintah Daerah untuk meningkatkan pertumbuhan ekonomi daerahnya. Dalam beberapa tahun terakhir, kegiatan investasi di Kota Bekasi selalu menunjukkan perkembangan yang pesat. Kota Bekasi berlokasi strategis diapit oleh Provinsi DKI Jakarta dan Kabupaten Bekasi yang memiliki daya tarik untuk kegiatan investasi. Tujuan dari penelitian ini adalah memperoleh gambaran mengenai peran Pemerintah Kota Bekasi dalam meningkatkan investasi daerahnya selama kurun waktu 2010-2015 dan mengidentifikasi persebaran realisasi investasi yang terjadi di setiap kecamatan di Kota Bekasi. Metode penelitian yang digunakan adalah metode deskriptif kualitatif. Teknik pengumpulan data berupa pengolahan data sekunder yang diperoleh dari instansi resmi Pemerintah Kota Bekasi, wawancara mendalam, observasi, interpretasi peta, interpretasi surat kabar, mencatat laporan statistik, dan mempelajari aturan perundang-undangan. Teknik analisis yang digunakan adalah deskriptif dan analisis peta. Realisasi investasi di Kota Bekasi selama kurun waktu 2010-2015 menunjukkan peningkatan yang signifikan dengan rata-rata peningkatan sebesar 10%, namun tren positif tersebut belum tentu disebabkan oleh produk hukum berupa Peraturan Daerah dan Peraturan Walikota Bekasi mengenai penanaman modal yang disusun oleh Pemerintah Kota Bekasi. Terdapat kecenderungan faktor eksternal pada minat kegiatan investasi yang disebabkan oleh lokasi Kota Bekasi yang sangat strategis yaitu berdekatan dengan Ibukota Provinsi DKI Jakarta dan Kabupaten Bekasi sebagai kawasan industri. Pendistribusian realisasi investasi mengalami kecenderungan pemusatan di kecamatan-kecamatan sebelah utara seperti Kecamatan Bekasi Utara, Kecamatan Bekasi Timur, Kecamatan Pondok Gede, dan Kecamatan Bekasi Barat dibandingkan dengan kecamatan-kecamatan di sebelah selatan.

Decentralization policy has a positive impact for each regions in Indonesia to increase its regional economic growth. For several years, investment activities in Bekasi city always show a good performance. Bekasi city has a strategic location, between the capital cities of Jakarta and Bekasi regency which has a high investment attractiveness. The purpose of this study were to determine the role of Bekasi city government to increase its regional investments during the period of 2010-2015 and to identify the distribution of the realization in each district of Bekasi city. The research method that used in this case is a descriptive-qualitative methods. Secondary data collection that used was from the government of Bekasi city, in-depth interview with the government officers, maps interpretation, news interpretation, statistics report, and also from a policy review. The realizations of investment in Bekasi city during the period of 2010-2015 always show an increased with 10% of an average of increase, but that was not necessarily caused by the factors of the legal products that composed by the government of Bekasi city, indicated by the dominant external factors of investment activity due to influenced of the capital city of Jakarta and Bekasi regency as an industrial zone. The spread of investment realizations centralized in sub-district at the north of Bekasi city which is North Bekasi District, East Bekasi District, Pondok Gede District, and West Bekasi District compared with the districts in the south of Bekasi city.
