KAJIAN PENERAPAN SISTEM MANAJEMEN KESELAMATAN DAN KESEHATAN KERJA (SMK3) PADA PROYEK TOL LAMPUNG PT. WIKA KONTRAK ANAK 2

Untuk mengantisipasi dan mengurangi kecelakaan kerja yang terjadi pada proyek, maka proyek wajib menerapkan Sistem Manajemen Keselamtan dan Kesehatan Kerja (SMK3). Tujuan utama dari diterapkannya SMK3 dalam proyek adalah supaya tercipta tempat kerja yang aman, efisien dan produktif. Tujuan dari penelitian ini adalah untuk mengkaji penerapan Sistem Manajemen Keselamatan dan Kesehatan Kerja pada proyek tol Lampung PT. Wijaya Karya Kontrak Anak 2 sesuai Peraturan Pemerintah nomor 50 tahun 2012. Penelitian ini bersifat kualitatif dengan desain studi kasus. Obyek pada penelitian ini adalah SMK3 proyek tol Lampung PT. Wijaya Karya Kontrak Anak 2. Hasil penelitian menunjukkan tingkat penerapan SMK3 pada proyek sebesar 90,625%, maka proyek termasuk dalam tingkat penilaian memuaskan (kategori awal). Ketidaksesuaian yang ditemukan dalam penerapan SMK3 proyek yaitu: (1) proyek belum menerapkan pengidentifikasian kesehatan tenaga kerja dalam menyeleksi tenaga kerja, (2) tidak menerapkan sistem LOTO (lock out and tag out) pada peralatan yang sudah tidak aman ataupun sedang dilakukan pemeliharaan, (3) tidak dipasang alarm tanda bahaya sebagai sistem tanggap darurat, (4) tidak dilakukan pemeriksaan kesehatan pada tenaga kerja yang bekerja pada tempat yang mengandung potensi bahaya tinggi, (5) tidak dilakukan pemeriksaan kesehatan secara berkala kepada seluruh tenaga kerja. Kendala pada butir kriteria yang terdapat ketidaksesuaian dalam penerapannya adalah bahwa owner tidak mensyaratkan kriteria-kriteria diatas untuk dilaksanakan sesuai dengan pedoman yang berlaku. Selain itu, menyangkut pada personil proyek yang belum komplit, terutama pada bagian SHE (safety, health and environment). Safety Officer yang hanya berjumlah 2 personil menyulitkan untuk memonitor keseluruhan program K3. Sehingga ada kriteria SMK3 yang dalam pelaksanaanya masih terdapat ketidaksesuaian dengan pedoman yang berlaku. Oleh karena itu proyek dihimbau untuk segera menambah jumlah personil SHE demi tercapainya SMK3 proyek yang sesuai dengan Peraturan Pemerintah nomor 50 tahun 2012. To anticipate and reduce the accidents that occur on the project, then the project is required to apply Occupational Health and Safety Management System (SMK3). The main objective of SMK3 implementation at the project is in order to create a workplace that is safe, efficient and productive. The purpose of this study was to assess the implementation of Occupational Health and Safety Management System at the Part 2 Contract of PT. Wijaya Karya Lampung Toll Project refer to Government Regulation number 50 in 2012. This study is a qualitative case study design. Object of this research is an SMK3 at the Part 2 Contract of PT. Wijaya Karya Lampung Toll Project. The results showed the percentage of SMK3 implementation at the project is 90.625%, so the projects included in the level of statifactory assessment (basic category). Uncomformance that are found in the SMK3 implementation of project are: (1) the project have not implement the health identification of workers in the selection of workers, (2) do not implement the system LOTO (lock out and tag out) on the equipment that is not safe or are being carried out maintenance, (3 ) is not set the alarm as an emergency response system, (4) do not do health checks on workers who work at the site that containing high hazard potential, (5) there is no regular health checks to the entire labor. Constraint in the criteria implementation that there is an uncomformance in the realization is related to the project personnel were not yet complete, particularly on the SHE (safety, health and environment). Safety Officer of only two personnel make it difficult to monitor the entire of K3 program. So that there are SMK3 criteria in the implementation is still discrepancy with applicable guidelines. Therefore, the project is encouraged to immediately increase the number of SHE personnel for the achievement SMK3 project in accordance with Government Regulation No. 50 of 2012.
