PENERAPAN LINE OF BALANCE (LoB) UNTUK MENGHITUNG KEBUTUHAN TENAGA KERJA PADA PEKERJAAN KONSTRUKSI (REHABILITASI MUSHOLA AL KAUTSAR KOTA YOGYAKARTA)

Proyek adalah serangkaian kegiatan yang menggunakan berbagai sumber daya seperti manusia, material, dan alat untuk mewujudkan gagasan manusia yang timbul berdasarkan batasan biaya, waktu, dan mutu yang telah ditentukan. Pada saat ini banyak dilakukan pekerjaan konstruksi multiunit dengan membutuhkan sumber daya tinggi yang memberikan dampak pada lamanya durasi pekerjaan salah satunya pada proyek Rehabilitasi Mushola Al Kautsar Kota Yogyakarta. Kegiatan rehabilitasi merupakan salah satu kegiatan proyek konstruksi. Pada pelaksanaan kegiatan proyek konstruksi diperlukan adanya jumlah tenaga kerja yang berperan aktif di lapangan. Terdapat beberapa metode dalam perhitungan jumlah tenaga kerja salah satunya yaitu Line of Balance (LoB). Line of Balance (LoB) merupakan merupakan salah satu metode yang menggunakan keseimbangan operasi untuk mengetahui tingkat produktifitas dalam segi durasi dan progress kegiatan yang akan dilaksanakan. Tujuan penelitian ini melakukan perhitungan jumlah tenaga kerja proyek menggunakan metode Line of Balance (LoB), mengetahui hubungan antara durasi yang diambil dengan progress pekerjaan dalam kegiatan proyek, serta mengetahui keuntungan menggunakan metode Line of Balance (LoB). Hasil penelitian menunjukkan bahwa perhitungan jumlah tenaga kerja dengan menggunakan metode Line of Balance (LoB) diperoleh jumlah yang lebih efektif dibandingkan dengan metode konvensional. Sebagai contoh pada pekerjaan pengukuran dan pembuatan bak adukan, memasang acian lantai 1 dan lantai 2, dan memasang genteng paris baru yang dibutuhkan tenaga 2 orang sedangkan tukang yang dibutuhkan 2 orang sedangkan dengan metode konvensional jumlah tenaga yang ada 4 orang dan tukang 4 orang. Pekerjaan tersebut hanya mewakili dari 45 pekerjaan yang mengalami lintasan kritis. Analisis pehitungan dalam mengurai progress kegiatan pekerjaan dapat diselesaikan berdasarkan hitungan T0 sebesar 107,27 hari dan TF sebesar 119,27 hari untuk mencapai 16 minggu, hitungan tersebut tidak jauh berbeda dari T0 rencana sebesar 108 hari dan TF rencana sebesar 120 hari. Line of Balance (LoB) berdasarkan penerapan pada penelitian ini yaitu mengetahui progress setiap kegiatan yang diinginkan tanpa menimbulkan cross section. Line of Balance (LoB) merupakan salah satu alat yang efektif untuk melakukan pengontrolan terhadap penjadwalan tenaga kerja. Dalam mengatur jumlah alokasi tenaga kerja sepanjang durasi proyek diusahakan agar fluktuasinya tidak terlalu berlebihan dan cenderung berbentuk kurva distribusi normal, harus dipertimbangkan kebutuhan maksimal setiap hari, setiap minggu atau setiap bulan agar persediaan tenaga kerja tidak melampaui kemampuan perusahaan. Tingkat kebutuhan tenaga kerja yang diharapkan pada proyek yaitu pada awal proyek jumlah tenaga kerja sedikit, kemudian jumlahnya akan naik terus-menerus sesuai dengan jumlah volume pekerjaan, dan turun menjelang akhir proyek.

The project is a series of activities that use a various of resources such as humans, materials, and tools to manifest human notions arising from defined cost, time, and quality limits. At this time many multiunit construction work done with high resources that have an impact on the duration of work one of them at the project Rehabilitation of Musque Al Kautsar in City of Yogyakarta. Rehabilitation activities is one of the construction project activities. In the implementation of construction project activities required the number of workers who play an active role in the field. There are several methods in calculating the amount of labor one of them is Line of Balance (LoB). Line of Balance (LoB) is one method that uses the balance of operations to determine the level of productivity in terms of duration and progress activities to be implemented. The purpose of this study is to calculate the number of taxable people using the Line of Balance (LoB) method, to know of relationship between the duration taken with the progress of work in the project activities, and to know the advantages of using the Line of Balance (LoB) method. The results showed that the calculation of the amount of labor by using the Line of Balance (LoB) method obtained a more effective than the conventional method. As an example on the performance of measurement and manufacture mix design, installing the work of floor 1 and floor 2, install a new tile Paris required power 2 people while the workers are in need 2 people where as the conventional method the amount of energy that there are 4 people and workers 4 people. The job represent only 45 jobs that have a critical path. Analysis the calculation in parsing the progress of work activities can be completed by T0 for 107,27 days and TF for 119,27 days to reach 16 weeks, the count is not much different from of the plan T0 for 108 days and TF for 120 days. Line of Balance (LoB) based on the application in this research is to know the progress of each desired activity without causing cross section. Line of Balance (LoB) is one effective tool to control the schedulling of labor. In regulating the amount of labor allocation over the duration of the project it is attempted that the fluctuations are not too excessive and tend to be in the form of a normal distribution curve, it should be considered the maximum requirement every day, every week, or every month for labor supply not to exceed the company capability. The expected level of labor demand on the project is at the beginning of the project the amount of labor is few, then the number will rise steadily in accordance with the volume amount of work, and decrease towards the end of the project.
