ANALISIS PERBANDINGAN PEKERJAAN AKTUAL DENGAN PERMEN PUPR NO.28/PRT/M/2016 PADA PROYEK DENGAN KONTRAK DESIGN-BUILD

Proyek MRT CP103 merupakan proyek yang menggunakan kontrak design-build. Pada proyek konstruksi dengan kontrak design-build pihak main contractor yang bertindak sebagai kontraktor serta perencana memberikan estimated cost. Estimated cost merupakan biaya perkiraan yang dilakukan berdasarkan pengalaman dalam pelaksanaanya bisa jadi biaya aktual melebihi dari estimated cost. Penelitian ini berusaha untuk mengetahui metode pelaksanaan pekerjaan piling dan substructure pada proyek MRT Jakarta CP103, menghitung koefisien tenaga kerja dan alat aktual dan dibandingkan dengan Permen PUPR No.28/PRT/M/2016, dan menghitung biaya aktual, biaya menurut Permen PUPR serta perbandingannya dengan biaya estimasi. Berdasarkan hasil analisis, koefisien tenaga kerja dan alat aktual lebih kecil dibandingkan koefisien menurut Permen PUPR. Koefisien yang lebih kecil mengakibatkan biaya proyek lebih kecil pula. Hasil analisis biaya pada pekerjaan piling diperoleh biaya aktual sebesar Rp 14.576.932.762 dan biaya estimasi sebesar Rp 7.411.892.694. Hasil analisis pekerjaan substructure diperoleh biaya aktual sebesar Rp 6.253.442.565, biaya Permen PUPR sebesar Rp 9.554.548.787 dan biaya estimasi sebesar Rp 2.430.438.479. Dari hasil penelitian didapat biaya estimasi lebih rendah dibandingkan dengan biaya aktual sehingga dapat disimpulkan bahwa kontraktor dalam memberikan estimation cost kurang tepat yang dapat berakibat kerugian.

Jakarta Mass Rapid Transit CP103 is a project that uses a design-build contract. In a construction project using a design-build contract, the main contractor who acts as a contractor and planner provides an estimated cost. Since estimated cost is based on experience in the implementation, it may be actual cost exceeds the estimated cost. This research will find out the method of piling and substructure work implementation on MRT Jakarta CP103, calculate actual labor and equipment coefficient and compare it with Regulation of minister of public works No.28 / PRT / M / 2016, and calculate actual cost, calculate cost according to Regulation of minister of public works No.28 / PRT / M / 2016 and compare it with estimated cost. Based on the results of the analysis, the actual coefficient of labor and equipment is smaller than the coefficient according to Regulation of minister of public works No.28 / PRT / M / 2016. The smaller coefficients make the smaller project costs . The result of cost analysis on piling work is obtained actual cost Rp 14.576.932.762 and estimated cost is Rp Rp 7.411.892.694. The result of cost analysis on substructure work is obtained actual cost Rp 6.253.442.565, cost according to Regulation of minister of public works is Rp 9.554.548.787, and estimated cost is Rp 2.430.438.479. From the research results, the estimation cost is lower than the actual cost so it can be concluded that the contractor in giving estimation cost is less precise which can result in loss.
