KERJA SAMA PEMERINTAH TIMOR LESTE DENGAN KUBA DALAM BIDANG PENGEMBANGAN SUMBER DAYA MANUSIA DI SEKTOR KESEHATAN

Pemerintah Timor-Leste telah bekerja sama dengan Kuba dalam bidang pengembangan sumber daya manusia di bidang kesehatan masyarakat. Sejak merdeka pada tahun 2002, Timor-Leste telah bekerja keras untuk mencapai visi pelayanan kesehatan yang telah dirumuskan melalui misi Kementerian Kesehatan. Misi tersebut memastikan kualitas layanan kesehatan selalu tersedia dan mudah diakses oleh semua warga negara, yang mengatur sistem kesehatan, serta mempromosikan partisipasi masyarakat dan pemangku kepentingan dari sektor lain. Untuk mewujudkan misi tersebut, bukan tugas yang mudah, mengingat banyaknya keterbatasan yang dihadapi Kementerian Kesehatan, terutama sumber daya manusianya. Tesis ini memahami bahwa kurangnya tenaga personil manajerial yang berkualitas, anggaran yang tidak mencukupi, dan infranstruktur yang tidak memadai telah menjadi hambatan bagi pertumbuhan kesehatan di Timor Leste. Faktor- faktor ini menjadi landasan bagi pemerintah Timor Leste untuk bekerja sama dengan pemerintah Kuba dalam pengembangan sumber daya manusia di sektor kesehatan. Kerja sama tersebut dimulai dengan pertemuan antara Presiden Timor Leste Xanana Gusmao dan Presiden Kuba Fidel Castro pada tanggal 6 Februari 2003 di Kuala Lumpur, Malaysia. Pertemuan tersebut menghasilkan tiga kesepakatan : (1) pengiriman dokter Kuba ke Timor Leste; (2) pengiriman mahasiswa Timor Leste untuk belajar kedokteran di Kuba; (3) mendirikan Fakultas Kedokteran di Universitas Nasional Timor Leste (UNTL). Ditemukan bahwa kerja sama tersebut membawa banyak manfaat di sektor kesehatan bagi pemerintah dan rakyat Timor Leste.

The Government of Timor-Leste has been cooperating with Cuba in the field of human resource development on public health sector. Since its independence in 2002, Timor-Leste has worked hard to achieve the vision of health services that has been formulated through the Ministry of health mission. The mission are ensuring the quality of health services always available and accessible to all citizens, regulating the health system, as well as promoting community participation and stakeholders from other sectors. These are not easy tasks, considering the many limitations faced by the Ministry of Health, especially its human resources. This thesis understands that the lack of qualified managerial personnel, insufficient budgets, and inadequate infrastructure has been an obstacle to the growth of health development in Timor-Leste. These factors lay the foundation for the government of Timor Leste to cooperate with the Cuban government in human resources development of the health sector. The cooperation started with a meeting between Timor Leste President Xanana Gusmao and Cuban President Fidel Castro on 6 February 2003 in Kuala Lumpur, Malaysia. The meeting resulted in three agreements: (1) sending Cuban doctors to Timor-Leste; (2) sending Timor-Leste students to study medicine in Cuba; and (3) establishing the Faculty of Medicine at the National University of Timor Leste (UNTL). It is found that the cooperation brings many benefits in the health sector to the government and people of Timor Leste.
