e purpose of this study is to examine the development of transport infrastructure in thepublic services system, to determine thefactors that cause weakdevelopmentof transportinfrastructureinthepublicservicessystem,andto examine the negative impacts on the resilience of the District of Tanjung Priok, NorthJakartatheAdministrativeCity. Thisstudy usesdescriptivequalitativedatacollectiontechniquesfacilitatedby the useof documentation,scriptguides, interview withseveralinformants and direct observation of objects related to the provision and management of transport infrastructure. Thetechnicalanalysis of thedatawas doneby classifying dataor answers according to the theme and categories of objects, test assumptions and problems found, search for alternative solutions and then write the results. The research results shows that the public's understanding of the transport infrastructure is still quite varied. The community is aware that thepublic asset must be maintained because of a very important role, but do not know how to react. There are several obstacles, such as bureaucracy, mindset and behavior, work ethic,performance monitoring, education and socialization that still need improvement. Tujuan penelitian ini untuk mengkaji pembinaan infrastruktur transportasi dalam sistem pelayanan publik, mengetahui faktor-faktor yang menjadi penyebab lemahnya pembinaan infrastruktur transportasi dalam sistem pelayanan publik, dan mengkaji dampak negatif yang ditimbulkan terhadap ketahanan wilayah Kecamatan TanjungPriok,KotaAdmistrasiJakartaUtara. Penelitian ini menggunakan metode deskriftif kualitatif, dengan teknik pengumpulan data yang difasilitasi melalui penggunaan bahan dokumentasi, naskah pemandu, wawancara bersamabeberapa informan dan observasi langsung terhadap obyek terkait penyediaan dan pengelolaan infrastruktur transportasi. Adapun teknis analisis data dengan cara mengelompokkan data atau jawaban sesuai tema dan kategori obyek, menguji asumsi dan permasalahan yang ditemukan,mencarialternatifsolusi dankemudianmenulishasilpenelitian. Hasil Penelitian menunjukkan bahwa pemahaman masyarakat mengenai Infrastruktur Transportasi masih cukup variatif. Masyarakat sadar bahwa Asset publik tersebut perlu dibina karena berperan yang sangat penting namun tidak tahu bagaimana menyikapinya. Terdapat beberapa kendala, seperti masalah birokrasi, mindset dan perilaku, etos kerja, kinerja pengawasan, edukasi dan sosialisi yang masih perlu pembenahan. Temuan lain dari penelitian ini bahwa akibat kurangnya pembinaan infrastruktur transportasi, ketahanan wilayah menjaditidak tangguh.
