EVALUASI PENERAPAN PROJECT MANAGEMENT PADA PROYEK TURNAROUND STUDI PADA PT NUSANTARA REGAS

Penelitian dilakukan untuk mengevaluasi penerapan strategi manajemen proyek pada proyek turnaround Onshore Receiving Facility (ORF) PT Nusantara Regas tahun 2016. Penelitian menggunakan pendekatan eksploratori kualitatif dengan mengumpulkan data primer dari sumber informasi internal perusahaan. Data primer berupa dokumen formulasi strategi manajemen proyek dan hasil wawancara dengan narasumber pihak-pihak yang terkait yaitu project manager dan para tim manajemen proyek yang terlibat langsung mulai dari tahap permulaan, perancangan, eksekusi dan evaluasi proyek di lapangan. Analisis strategi manajemen proyek menggunakan metode kurva berlian NTCP sehingga diperoleh faktor penghambat dan pendukung pelaksanaan proyek. Metode ini dapat membantu project manager dan tim manajemen proyek dalam menentukan strategi manajemen proyek yang dirasa cocok dengan kriteria proyek. Berdasarkan analisis implementasi manajemen proyek pada proyek turnaround Nusantara Regas, maka perusahaan memerlukan koordinasi perencanaan lingkup pekerjaan yang lebih komprehensif dengan para pihak terkait khususnya dengan para kontraktor pelaksana. Waktu penyelesaian pekerjaan yang terbatas dan keberhasilan tim manajemen proyek dalam mengelola hambatan dapat dijadikan pembelajaran sehingga dapat dijadikan dasar perbaikan dalam penentuan strategi manajemen proyek turnaround di masa mendatang.

The study was conducted to evaluate the implementation of the project management strategy on the project of 2016 turnaround of Onshore Receiving Facility (ORF), PT Nusantara Regas. The study used exploratory qualitative approach by collecting primary data from internal company resources. The primary data derived from project management strategy formulation documents and interviews with related parties such as project manager and the project management team who directly involved in the initiating, designing, executing and evaluating the projects. Analysis of project management strategy used NTCP diamond model in order to obtain obstacle factor and supporting factor that influence the implementation of the project. This method can help the project manager and project management team in defining the proper project management strategy that fits with the project criteria. Based on the analysis of the implementation of project management strategy in Nusantara Regas turnaround projects, the company needs more comprehensive planning coordination discussing the scope of work with the contractor. The limitation time for completion of the work and the success of the project management team to manage barriers could be used as learning and so could be used as reference in determining the improvement of project management strategy for the next turnaround project.
