Aset merupakan sumber daya yang dapat memberikan manfaat bagi semua pihak, baik dari aspek sosial maupun ekonomi. Dari sisi pemanfaatan, aset dapat dipergunakan dalam berbagai hal sesuai dengan kebutuhan dan peruntukkan yang seharusnya. Dengan menggunakan metode dan pendekatan yang tepat, aset yang dimiliki dapat memberikan nilai manfaat yang lebih tinggi dan menciptakan keuntungan yang lebih besar. Melalui analisis highest and best use, aset milik Pemerintah Kabupaten Kapuas Hulu berupa lahan bekas perumahan dinas DPRD Kabupaten Kapuas Hulu dapat dilakukan kajian dan studi langsung untuk menguji pengembangan yang paling memungkinkan dan memberikan tingkat keuntungan yang paling tinggi. Dengan melakukan uji produktivitas, analisis pasar properti, dan analisis kelayakan keuangan, peneliti dapat menentukan dan menyimpulkan pengembangan properti yang layak dilakukan di atas lahan bekas tersebut. Pembangunan properti harus memperhatikan potensi besar yang dimiliki oleh suatu wilayah. Adanya potensi tersebut dapat memberikan petunjuk atas jenis properti seperti apa yang layak dikembangkan di wilayah tersebut. Melalui analisis S.W.O.T. peneliti dapat mengeksplorasi berbagai potensi wilayah yang dapat menjadi peluang kemajuan pembangunan daerah dan mengantisipasi ancaman yang mungkin terjadi di waktu yang akan datang. Berdasarkan potensi wilayah yang dimiliki Kabupaten Kapuas Hulu dan adanya ketersediaan aset yang dapat dikembangkan secara optimal melalui metode analisis highest and best use, penggunaan tertinggi dan terbaik atas lahan bekas perumahan dinas DPRD Kabupaten Kapuas Hulu adalah peruntukkan hotel. Perpaduan antara analisis S.W.O.T. dan analisis highest and best use dapat memberikan hasil yang lebih akurat dan rasional terutama dalam pengembangan properti. Di samping itu, metode analisis highest and best use dapat dijadikan sebagai referensi untuk melakukan optimalisasi aset dalam rangka menciptakan peluang bisnis.

Assets are resources that can benefit all parties, both from the social and economic aspects. In terms of utilization, assets can be used in various ways in accordance with the needs and destinations that should be. By using appropriate methods and approaches, the assets they possess can provide higher value for benefits and create greater benefits. Through the analysis of the highest and best use, the Kapuas Hulu District Government's assets in the form of former housing estate of the DPRD Kapuas Hulu can be reviewed and direct studies to test the most possible development and provide the highest level of profit. By conducting productivity tests, property market analysis, and financial feasibility analysis, the researcher can determine and conclude the proper development of the property on the former land. Property development should take into consideration the huge potential possessed by a region. The existence of such potential can provide clues to what kind of property is worth developing in the region. Through analysis of S.W.O.T. researchers can explore the various potential areas that can be an opportunity for regional development progress and anticipate possible threats in the future. Based on the potential of the area owned by Kapuas Hulu Regency and the availability of assets that can be developed optimally through the method of analysis of the highest and best use, the highest and best use of the former housing estate of Kapuas Hulu Regional House of Representatives is designated hotel. A combination of S.W.O.T. and analysis of highest and best use can provide more accurate and rational results, especially in property development. In addition, the highest and best use analytical methods can serve as a reference for optimizing assets to create business opportunities.
