ANALISIS KESESUAIAN FORMULASI OBAT ME TOO DENGAN INFORMASI PATEN DAN METODE ANALISISNYA (STUDI KASUS: TABLET AMLODIPINE - PT INDOFARMA (PERSERO) Tbk)

Fungsi hak paten adalah memberikan akses kepada masyarakat mengenai teknologi terbaru untuk mendorong suatu inovasi. Di bidang farmasi fungsi tersebut terlihat jelas pada informasi yang terkandung dalam dokumen paten yang sudah habis masa perlindungannya (off patent) yang dapat dimanfaatkan untuk memproduksi obat me too. Salah satu obat blockbuster yang telah off patent dan menarik minat industri farmasi domestik untuk memproduksi versi me too-nya adalah obat anti hipertensi Norvask yang zat aktifnya merupakan bentuk garam amlodipine besylate. Penelitian ini bertujuan salah satunya untuk mendapatkan gambaran mengenai sejauh mana kesesuaian antara formulasi pada obat me too dengan informasi patennya (Studi kasus: Tablet Amlodipine - PT Indofarma (Persero) Tbk). Metode analisis data dilakukan secara deskriptif dan didukung dengan studi pustaka. Data mengenai formulasi obat me too dengan kandungan senyawa amlodipine yang didapatkan dari PT Indofarma (Persero) Tbk diverifikasi dengan data yang didapatkan dari hasil pengujian kadar zat aktif pada 3 batch obat amlodipine yang beredar di pasaran. Hasil yang didapatkan kemudian dibandingkan dengan mengacu pada informasi paten yang didapatkan dari situs United States Patent and Trademark Office (USPTO). Hasil penelitian menunjukkan bahwa terdapat kesesuaian antara formulasi obat me too dengan informasi patennya (Studi kasus: Tablet Amlodipine - PT Indofarma (Persero) Tbk terkait komposisi, zat aktif, kadar zat aktif, bentuk sediaan dan proses produksi. Profil disolusi yang dimiliki oleh tablet amlodipine versi me too dari PT Indofarma (Persero) tetap bersifat ekivalen terhadap produk inovatornya (Norvask) meskipun ada modifikasi dengan menambahkan eksipien X. Tablet amlodipine yang diproduksi oleh PT Indofarma (Persero) Tbk merupakan me too 100% karena klaim dalam informasi paten diadopsi secara penuh dan didukung oleh kesesuaian antara hasil pengujian kadar zat aktif amlodipine dengan yang tertera pada label kemasan obat.

One function of a patent is giving access to the public related to the latest technology to promote an innovation. The function in the pharmaceutical field is clearly visible on the information contained in patent documents that have expired patents (off-patent) which can be used to produce me too drugs. One of the blockbuster drugs that have been off-patent and attract domestic pharmaceutical industry to produce a lot version of me too is anti-hypertensive drugs Norvask which the active ingredient is the salt form of amlodipine besylate. The goal of this study is to verify the conformity between me too drugs formulation and patent information with a case study on generic amlodipine tablets from PT Indofarma (Persero) Tbk. The analysis method used in this study is performed by descriptively and supported by the literaturely. Information about amlodipine formulation obtained from PT Indofarma (Persero) Tbk is verified with the active substance test results obtained from three different batches of amlodipine drugs on the market. After that, the total results can be compared with the proprietary patent information obtained from United States Patent and Trademark Office (USPTO) website. The result showed that there is a compatibilty between formulation of the me too drugs and patent information (Case Study: Amlodipine tablets - PT Indofarma (Persero) Tbk in major issues such as compotition, active ingredient, level of active ingredient, dosage form and production process. Profile dissolution which is owned by amlodipine tablet from PT Indofarma (Persero) Tbk remain equivalent to the innovator product (Norvask) although there was a modification by adding an excipient X. Amlodipine tablet generic produced by PT Indofarma (Persero) Tbk is me too 100% (identical) because the part of claim which is listed in patent information is fully adopted and supported by the concordance between the results from the testing levels of active ingredient from that drug compared with the levels of active ingredient indicated on drug packaging labels.
