Stochastic Frontier Approach untuk Menganalisis Technical Efficiency Pemerintah Daerah Kabupaten/Kota di Indonesia 2015

Desentralisasi dapat menciptakan manfaat efisiensi bagi perekonomian suatu daerah. Dengan adanya desentralisasi, pemerintah daerah kabupaten/kota dapat memberikan layanan yang lebih baik kepada masyarakatnya, karena mereka yang paling mengerti akan kebutuhan masyarakatnya. Akan tetapi, adanya keterbatasan kemampuan pemerintah daerah dalam mengelola sumber daya di daerahnya menyebabkan kinerja operasional mereka belum optimal. Selain itu, alat ukur kinerja seperti opini WTP dari BPK, SAKIP dan LAKIP belum sepenuhnya menggambarkan kinerja pemerintah daerah yang sebenarnya. Oleh karena itu, penelitian ini mencoba menawarkan metode ekonometrika seperti Stochastic Frontier Approach (SFA) untuk mengukur efisiensi pemerintah daerah dalam beroperasi. Dengan menggunakan data 504 kabupaten/kota di Indonesia pada tahun 2015, penelitian ini berhasil mengidentifikasi bahwa technical efficiency mencapai 83,48 persen. Kabupaten Teluk Bintuni adalah daerah yang paling efisien, sedangkan Kabupaten Bantul adalah yang paling tidak efisien. Penelitian ini juga berhasil mengidentifikasi bahwa kabupaten lebih efisien daripada kota. Faktor-faktor yang menyebabkan inefisiensi adalah kepadatan penduduk dan sex ratio penduduk. Meskipun demikian, penelitian ini belum berhasil mengidentifikasi mengapa daerah yang memiliki kontribusi besar terhadap perekonomian Indonesia (Pulau Jawa) justru memiliki technical efficiency yang rendah.

Decentralization can create efficiency gains for the economy of a region. With decentralization, district/city local governments can provide better services to their constituents, because local governments are most understand the needs of their constituents. However, the limited ability of local governments to manage resources in their area led them not perform well in their operations. In addition, performance measurement tools such as WTP opinion from BPK, SAKIP and LAKIP doesn�t fully describe the actual performance of local governments. Therefore, this study attemps to offer an econometric methods such as Stochastic Frontier Approach (SFA) to measure the efficiency of local government operations. Using data from 504 districts/cities in Indonesia at the year of 2015, this study successfully identify that the technical efficiency are 83.48 percent. Teluk Bintuni district is the most efficient region, while Bantul district is the most inefficient. This study also identified that districts are more efficient than cities. Factors that cause inefficiency are the population density and sex ratio of the population. Nonetheless, this study has not been able to identify why regions that has a large contribution to Indonesian economy (Java) has a low technical efficiency.
