Pemenuhan Perlindungan Catatan dan Informasi Menurut Standar MKI 16 Dalam Standar Akreditasi KARS 2012 untuk Menghadapi Akreditasi Rumah Sakit di RSD Kalisat Jember

Latar Belakang: Rekam medis sebagai salah satu pemegang andil besar dalam memberikan pelayanan kepada pasien, harus dilindungi dari kehilangan, kerusakan, gangguan, akses, dan penggunaan yang tidak sah. Menurut Hatta (2008) Keamanan adalah perlindungan terhadap privasi seseorang dan kerahasian rekam kesehatan. Keamanan juga termasuk proteksi informasi pelayanan kesehatan dari rusak, hilang atau pengubahan data akibat ulah pihak yang tidak berhak. Tetapi keamanan catatan dan informasi di RSD Kalisat Jember masih belum terjamin, seperti belum amannya berkas rekam medis dari bahaya kerusakan. Tujuan: Mengetahui pemenuhan perlindungan catatan dan informasi menurut standar MKI 16 dalam standar akreditasi KARS 2012 untuk menghadapi akreditasi rumah sakit di RSD Kalisat Jember. Metode: Penelitian ini menggunakan metode penelitian deskriptif kualitatif dan rancangan penelitian fenomenologi. Subjek penelitian ini adalah 6 responden dan 2 triangulasi sumber. Objek penelitian ini adalah pelaksanaan keamanan berkas rekam medis, dokumen yang sesuai dengan standar MKI 16. Hasil: Pemenuhan elemen penialaian MKI 16 rekam medis dan informasi dilindungi dari kehilangan dan kerusakan di RSD Kalisat Jember belum terpenuhi, terlihat dari petugas lain yang memasuki ruang penyimpanan, belum adanya alat untuk pencegahan kebakaran, kerusakan dari penggunaan yang terlalu sering, tetapi sudah aman dari bahaya banjir. Pemenuhan elemen penilaian MKI 16 rekam medis dan Informasi dilindungi dari gangguan dan akses serta penggunaan yang tidak sah, sudah terpenuhi, seluruh penggunaan dan akses berkas rekam medis adalah sah dan memiliki ijin. Tapi masih ada pengguna yang memotret berkas rekam medis. Upaya pemenuhan Standar MKI 16 yang telah dilakukan dengan kebijakan, pedoman, SOP yang mengatur tentang keamanan berkas. Kesimpulan: Pemenuhan perlindungan catatan dan informasi menurut standar MKI 16 dalam standar akreditasi KARS 2012 untuk menghadapi akreditasi rumah sakit di RSD Kalisat Jember belum terpenuhi seluruhnya.

Background : Medical record as one of the major shareholder in providing services to patients, should be protected from loss, damage, disruption, access and unauthorized use. According to Hatta (2008) Security is the protection of personal privacy and the confidentiality of medical record. In others words allowing only authorized users to open health record, security also includes of the health care information from damage, lose or alteration of data due to the act of unauthorized parties. But the security of records and information on RSD Kalisat Jember is still not assured, there are officers or others who entering the depository room, not yet safe medical record file from danger of demage. Objective: To examine the implementation of accomplishment record and information protection according to standart MKI 16 in KARS 2012 standart accreditation for dealing hospital accreditation in RSD Kalisat Jember. Method: This Research used a qualitative descriptive method and fenomenologi research design. The Subjects were medical record clerk amounting to 6 people and 2 triangulation. The object of this research is the implementation of the medical record file security, guidance, SPO, and policies that comply with standart of MKI 16. Result: Accomplishment of element assesment of MKI 16 medical record and information are protected from loss and damage in RSD Kalisat Jember unmet, visible from depository onother officer entered depository room, the lack of toolsfor fire prevention, damage from use too often, but it's safe from the danger of flooding. Accomplishment of element assessment of MKI 16 medical record and protected information and access interference and unauthorized use has been accomplished, all use and access to medical record file is legimated and authorized. Still there is one user who photographed medical record file. Standart accomplishment solution of MKI 16 has been done with the policies, guidelines, SOPs governing the security file, borrow and return their registers. Conclusion: The fulfillment record protection and information based on MKI 16 Standards in Accreditation Standard of KARS 2012 to face hospital accreditation in RSD Kalisat Jember have not been met entirely.
