Identifikasi sektor-sektor unggulan dalam rangka peningkatan PAD di Kabupaten Bengkalis tahun 1993-1999

Penelitian ini bertujuan mengidentifikasi sektor dan sub-sektor ekonomi unggulan yang potensial untuk dikembangkan di Kabupaten Bengkalis. Di samping itu penelitian ini juga bertujuan untuk melihat elastisitas pendapatan asli daerah terhadap perubahan PDRB Kabupaten Bengkalis. Data yang dipakai adalah kurun waktu 1993- 1999. Data yang digunakan dalam penelitian ini adalah ada skunder yang terdiri dari PDRB Kabupaten Bengkalis, PDRB Propinsi Riau dan Pajak Daerah Kabupaten Bengkalis. Data tersebut diperoleh dari Badan Pusat Statistik Kabupaten Bengkalis, Badan Pusat Statistik Propinsi Riau, Badan Perencanaan Pembangunan Daerah Kabupaten Bengkalis, dan Dinas Pendapatan Daerah Kabupaten Bengkalis. Alat analisis yang digunakan, yaitu Model Rasio Pertumbuhan (MRP), Location Quotient (LQ), Overlay, dan Elastisitas. Hasil penelitian ini menunjukkan bahwa sektor dan sub-sektor yang dapat dikatagorikan sebagai sektor dan sub-sektor unggulan adalah sektor perdagangan, hotel dan restoran, dan sektor listrik, gas dan air bersih. Untuk sub-sektor adalah sub-sektor perdaganan besar dan eceran, sub-sektor jasa perusahaan, dan sub-sektor listrik. Pajak daerah yang peka terhadap perubahan PDRB adalah pajak pembangunan I, pajak reklame, dan pajak penerangan jalan.

This research was attempted to identify the advantage economic sectors and sub-sectors potential to be developed in Bengkalis regency for the period of 1993-1999. In addition, this research was attempted to calculate the elasticity of the original regional government revenue of Bengkalis regency, too. The data used in this research are secondary data consisting of the Gross Domestic Regional Product of Bengkalis regency and Riau province , and tax region of Bengkalis regency. The data obtained from the Central Board of Statistic of Bengkalis regency and Riau province, the Board of Planning Development of Bengkalis regency, and The Regency Revenue Office of Bengkalis. The analysis methods applied in this research are Growth Ratio Model (GRM), Location Quotient (LQ), Overlay, and Elasticity. The research result showed that the sectors and the sub-sectors which could be categorized as the advantage, are the sector business, hotel and restaurant, and the sector of electricity, gas and clean water. Whereas for the sub-sectors are the sub-sector of grocery and retail business, the sub-sector of business service, and the sub-sector of electricity. Regional tax of Bengkalis regency that elastic to the change of Gross Regional Domestic Product are hotel and restaurant tax, advertisement tax, and street light tax.
