IMPLEMENTASI SISTEM VERIFIKASI LEGALITAS KAYU (SVLK) PADA INDUSTRI PENGGERGAJIAN KAYU DI KECAMATAN SAPURAN DAN KECAMATAN KEPIL KABUPATEN WONOSOBO

Sejak implementasi peraturan Verifikasi Legalitas Kayu (VLK) pada tahun 2009 sampai dengan tahun 2016, dari 86 Industri Penggergajian kayu di Kecamatan Sapuran dan Kecamatan Kepilbaru 6 Industri Penggergajian Kayu yang sudah memiliki SLK. Penelitian ini bertujuan untuk mengetahui implementasi system verifikasi legalitas kayu di Kecamatan Sapuran dan Kecamatan Kepil, kendala dan manfaat apa yang dihadapi pelaku usaha industri di lapangan, serta harapan dan strategi untuk memecahkan masalah dalam implementasi SVLK di industry skala kecil dan skala sedang. Penelitian ini dilakukan di Kecamatan Sapuran dan Kecamatan Kepil pada bulan Agustus-Maret 2017.Dengan pendekatan kualitatif melakukan metode observasi, wawancara dan kuisioner. Analisis data dilakukan dengan analisisd eskriptif kualitatif sedangkan manfaat dan kendala serta perumusan strategi untuk memecahkan masalah dalam implementasi SVLK di Kecamatan Sapuran dan Kecamatan Kepil dilakukan dengan metode SWOT. Hasil penelitian diketahui bahwa implementasi SVLK masih belum berjalan secara baik.Kendala dalam mengikuti SVLK untuk industry kapasitas < 2000 m3 adalah kurang menyeluruhnya sosialisasi dan kesulitan dalam hal pembiayaan, sedangkan kendala industry kapasitas 2000 m 3 - 6000 m3 adalah kurangnya kesadaran pelaku usaha. Kemudian manfaat yang diperoleh dengan mengikuti SLK adalah menjamin pengiriman kayu dapat diterima di pabrik kayu besar. Harapan dari pelaku usaha industry adalah peraturan tata usaha kayu ditetapkan dalam jangka waktu yang panjang.Strategi untuk memecahkan masalah di industry kapasitas < 2000 m3 dipilih strategi WO yaitu dilakukan dengan membentuk kelompok-kelompok dalam pengajuan sertifikasi, meningkatkan kegiatan sosialisasi dari pemerintah, serta meningkatkan ketegasan pemerintah terhadap peraturan yang ditetapkan. Sedangkan untuk industry kapasitas 2000 m3-6000 m3 dipilih strategi SO yaitu dengan meningkatkan penggunaan teknologi dan informasi tentang SVLK sehingga dapat meningkatkan daya saing, membuat program untuk mengunggulkan kayu sengon hasil produk terbesar di Jawa Tengah.

Since the implementation of Timber Legality Verification (VLK) regulation in 2009 to 2016, only 6 Sawmill Wood Industry which has VLK fromthe total 86 Sawmill Wood Industry in Sapuran and Kepil Sub district. It shows that the implementation VLK in Sapuran and Kepil still encountered some problems. Therefore, the aims of this research are to find out to what extent the implementation of Verification System of Timber Legality in Sapuran and Kepil, discover the benefits and the obstacles faced by industrial businessman, and to find out the expectations of businessman also the strategy to resolve the problemin the VLK implementation on small and medium scale industry. This research was conducted in August-March 2017 at Sub District Sapuran and Kepil, using qualitative approach with observation, interview and quistioner methods. Data was analyzed using qualitative descriptive analysis according the field condition, and describe the benefits, obstacles, also the solutions for the problems in the implementation of VLK using SWOT method. The result shows that the implementation of the SVLK is still not going well. Industry with capacity < 2000 m3 the constraints are because of the incomprehensive socialization and the difficulties in financing. For the industry with 2000 m3 - 6000 m3 capacity the constraint is lack of awareness of entrepreneurs. Whereas benefits obtained by following the VLK is the ensure delivery of wood that can be received in a large wood mill. The business man expect that this regulation can be set in a long term period and the sosialized broadly periodically. WO strategy was choosen to accelerate the implementation of VLK in industry with capacity < 2000 m3 by forming groups in the submission of certification, improving socialization activities and meetings a regularly between businessmen and the Government, as well as increase the firmness of the Government toward the regulation. For the industry with 2000 m3 - 6000 m3 capacity, SO strategy was selected accordingthe circumstances and conditions of the industry. Opportunities that can be done by increasing technology usage and information, so it can improve the competitiveness, also create new program between industry and Government for using sengon wood as the largest product in Central Java.
