ABSTRAK Tujuan dari skripsi ini adalah menganalisis interaksi dinamik antar ide di dalam masyarakat yang membentuk praktik di dalam rezim air Jakarta. Privatisasi air yang telah menjajah rezim air Jakarta dalam kurun waktu kurang lebih 20 tahun saat ini telah menghadapi tantangan dari gerakan counterhegemony dari water remunicipalisation, yang mana bertujuan untuk merenovasi ide air sebagai sebuah komoditas. Menggunakan theory of hegemony dari Antonio Gramsci, dan disandingkan dengan konsep militant particularism yang dikembangakan oleh Raymond William dan David Harvey. Skripsi ini bertujuan untuk memahami kemunculan dan penyusunan sebuah proyek counterhegemony dari water remunicipalisation. Skripsi ini berargumen bahwa kemunculan water remunicipalisation di hasilkan oleh krisis organik yang dialami privatisasi air yang mana disusun sebagai salah satu bagian dari perjuangan global untuk water remunicipalisation. Dalam memahami hal tersebut, skripsi ini menjelajahi proses bagaimana proyek privatisasi air di jalankan sehingga membentuk sebuah kondisi di mana proyek counterhegemony dari water remunicipalisation dapat muncul. Selain itu, penyusunan proyek remunicipalisation di jelajahi melalui riset lapangan dengan mewawancarai aktor-aktor non-pemerintah yang terlibat dalam pertarungan ini, yang dikenal sebagai Koalisi Masyarakat Melawan Swastanisasi Air Jakarta (KMMSAJ), yang mana terdiri dari: Amrta Institute for Water Literacy, Koalisi Rakyat untuk Hak Atas Air, Wahana Lingkungan Hidup, Jaringan Rakyat Miskin Kota, Koalisi Rakyat untuk Peradilan Perikanan.

ABSTRACT The purpose of this thesis is to analyse the dynamic interactions of ideas within the society who shapes the practice within Jakarta�s water regime. Water privatisation which has been occupied Jakarta water regime for more or less 20 years has been currently facing the challenge of counterhegemonic force of water remunicipalisation, which seeks to renovate the idea of water as commodity. Using Antonio Gramsci�s theory of hegemony, and coupled with the concept of militant particularism, developed by Raymond Williams and David Harvey. This thesis intends to understand the emergence and organization of counterhegemonic project of water remunicipalisation. It asserts that the emergence of water remunicipalisation was resulted from the organic crisis of water privatisation in which it was arranged as one part of global struggle for water remunicipalisation. In understanding so, this thesis explores the process of how the hegemony of water privatisation was carried that it constructed a condition where counterhegemonic project of remunicipalisation could emerge. In addition to it, the organization of water remunicipalisation project was discovered through on-field research by interviewing the non-governmental actors who involved in the struggle, known as Koalisi Masyarakat Melawan Swastanisasi Air Jakarta (KMMSAJ), which composed of but not limited to: Amrta Institute for Water Literacy, Koalisi Rakyat untuk Hak Atas Air (KruHA), Wahana Lingkungan Hidup (Walhi), Jaringan Rakyat Miskin Kota (JRMK), Koalisi Rakyat untuk Peradilan Perikanan (KIARA).
