STUDY ON TOURISM DEVELOPMENT ON THE FORMER MINING LAND CASE: BANJAR DISTRICT AND BANJARBARU CITY

The objective of the present study is to identify the tourism infrastructure provision and mechanism on the former mining land, also to propose recommendation for improving tourism infrastructure development. To determine the form of the tourism infrastructure provision and development mechanism, the adjusted PPP's model into private community partnership's (PCP's) model according to the conditions in the research location where cooperation carried out between private and local community. The results indicate firstly, the mechanism that can be used in the tourism infrastructure provision and management in the PCP's model relies on the land status clarity. In the study location on Tambak Padi Village and Palam Village, the land still in the land mines concession. So, there are forms of cooperation between the private with the local community without any role of government. The mechanism that can be used is an informal public-private cooperation and Build-Operate-Own-Remove (BOOR). The BOOR mechanism only provided infrastructure with short and medium term used because they only provide not permanent infrastructure. Secondly, local community in Tambak Padi Village and Palam Village also develop cooperation in efforts to obtain information about providing and utilizing tourism infrastructure, capital supply, labor supply and the implementation of the promotion and marketing of tourism on the former mining land. Local community with better experience, local knowledge, and social capacity liked in Palam Village able to develop potential tourism on the former mining land were abandoned by mining companies. Thirdly, to improve tourism development more massive, the government should accelerate the clarity of mining concessions into a tourism area. Also, the local community should provide other tourist attraction and doing promotional and marketing more better to attract visitors. The successful of tourism development on the former mining land depend on land status, if the status of the land is still in the land concessions, the tourism infrastructure and delivery mechanism that is used is informal public-private cooperation and BOOR with a good social capacity of the local community. They also can get additional income and prevent environment condition from the mining activity that can be damaged the environment.
