EVALUASI PERENCANAAN DAN KETERSEDIAAN OBAT DI INSTALASI FARMASI KABUPATEN MURUNG RAYA KALIMANTAN TENGAH TAHUN 2013-2015

Perencanaan adalah salah satu aspek yang penting dan menentukan dalam pengelolaan obat karena akan mempengaruhi pengadaan, pendistribusian dan penggunaan obat. Ketidaksesuaian perencanaan obat akan mempengaruhi sistem pengelolaan obat dalam hal ini ketersediaan obat untuk masyarakat. Penelitiaan ini dilakukan untuk mengevaluasi perencanaan, dukungan manajemen dan ketersediaan obat di Instalasi Farmasi Dinas Kesehatan Kabupaten Murung Raya Provinsi Kalimantan Tengah Tahun 2013-2015. Penelitian ini merupakan jenis penelitian deskriptif dengan pengambilan data secara retrospektif. Data kuantitatif didapatkan dengan menelusuri dokumen perencanaan dan ketersediaan obat tahun 2013-2015 pada Instalasi Farmasi Dinas Kesehatan Kabupaten Murung Raya. Analisis data kuantitatif diukur menggunakan indikator perencanaan dan ketersediaan obat untuk kemudian dibandingkan dengan standar yang telah ditetapkan. Data kualitatif berupa wawancara kepada pihak-pihak terkait dalam proses perencanaan dan ketersediaan obat, yang digunakan untuk memperkuat data kuantitatif. Hasil penelitiaan menunjukkan bahwa sumber daya manusia di Instalasi Farmasi Dinas Kesehatan Kabupaten Murung Raya masih kurang, organisasi sudah berbentuk Unit Pelaksana Teknis (UPT), sarana dan prasarana masih belum memadai, anggaran obat belum sesuai standar WHO USD $2. Langkah dan proses perencanaan obat belum memiliki Tim Perencanaan Obat Terpadu (TPOT) dan belum melakukan kompilasi pemakaian obat Puskesmas. Ketepatan perencanaan obat belum memenuhi standar (17,17%). Kesesuaian item obat dengan DOEN nilai belum memenuhi standar (68,67%). Tingkat ketersediaan obat dalam kategori aman 12,54%,. Persentase obat berlebih sebesar 16,95% dengan nilai tahun 2013 Rp. 319.939.432, tahun 2014 Rp. 220.383.324, tahun 2015 Rp. 251.139.451. Persentase obat kedaluwarsa belum memenuhi standar (11,25%) dengan nilai tahun 2013 Rp. 19.164.636, tahun 2014 Rp. 10.151.285, tahun 2015 Rp. 37.185.355. Persentase obat rusak belum memenuhi standar sebesar (0,45%) pada tahun 2013 dan 2014 tidak ada obat rusak, tahun 2015 dengan nilai Rp. 5.130.000. Persentase stok obat mati belum memenuhi standar (0,26%) dengan nilai Rp. 4.418.250.

A planning is one of important and determining aspects in the management of the medicine because it will affect the procurement, distribution and use of medicines. It purposes to know the type and amount of medicine based on the needs, to avoid the empty stock of medicine and to improve the use of rational medicine. An incompatibility of medicine planning will influence the management system of medicine, in this case is the availability of medicines for public. This study is conducted to evaluate the planning, management support and the availability of medicines in Pharmacy Installation of Health Department of Murung Raya, Central Kalimantan in 2013 – 2015. This research was a descriptive study by collecting data retrospectively. Quantitative data obtained by tracing the planning documents and the availability of drug in 2013-2015. The analysis of quantitative data will be measured by using the indicators of planning and the availability of medicines, further be compared to the determined standard. The qualitative data in the form of interviews with relevant parties in the planning process and the availabilityof drug used to support the quantitative data. The results of the study showed that human resources in the Pharmacy Installation of Health Department of Murung Raya is still lacking, the organization has been in the form of Technical Implementation Unit (TIU), facilities and infrastructures are not sufficient, medicines budget has not met WHO standards of USD $ 2. The step and process of medicine planning has not had the Integrated Medicine Management Team (IMMT) and has not compiled to the medicine use of Public Health Center. The accuracy of medicine planning has not met the standard (that is 17.17%). The conformity of medicine to the List of National essential Medicine has not met the standard (that is 68.67%). The level of medicine availability is in the safe category (that is 12.54%). The percentage of excess medicine is 16.95% with a value of 2013 is Rp. 319939432, in 2014 is Rp. 220383324, and in 2015 is Rp. 251139451. The percentage of expired medicine has not met the standard (that is 11.25%) with a value of 2013 is Rp. 19164636, in 2014 is Rp. 10151285, and in 2015 is Rp. 37185355. The percentage of defective medicine has not met the standard (that is 0.45%). In 2013 and 2014 there is no defective medicine, in 2015 is Rp. 5.13 million. The percentage of dead stock of medicine has not met the standard (that is 0.26%) with a value of Rp. 4418250.
