Undang-Undang Nomor 6 Tahun 2014 tentang Desa mengamanatkan keterwakilan perempuan dalam keanggotaan Badan Permusyawaratan Desa (BPD). Keterwakilan perempuan dalam keanggotaan BPD menjadi sangat penting untuk mengawal aspirasi kaum perempuan supaya menjadi kebijakan publik desa dan terdanai melalui Anggaran Pendapatan dan Belanja Desa (APBDesa) karena pada dasarnya yang lebih mengerti kebutuhan perempuan adalah kaum perempuan itu sendiri. Dalam realisasinya saat ini meskipun Bupati Gunungkidul adalah seorang perempuan, namun belum semua desa terpenuhi keterwakilan perempuan dalam keanggotaan BPD. Dengan semakin besarnya anggaran yang dikelola oleh pemerintah desa maka diperlukan keaktifan partisipasi politik anggota BPD perempuan agar kepentingan kaum perempuan tidak semakin terpinggirkan. Tesis ini bertujuan untuk mengetahui kondisi partisipasi politik anggota BPD perempuan di Desa Baleharjo Kecamatan Wonosari, Desa Nglipar Kecamatan Nglipar, dan Desa Petir Kecamatan Rongkop dalam menjalankan fungsi BPD untuk membahas dan menyepakati rancangan peraturan desa bersama kepala desa, menampung dan menyalurkan aspirasi masyarakat desa, dan mengawasi kinerja kepala desa, serta aspek-aspek yang mempengaruhinya. Penelitian ini menggunakan metode penelitian kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa anggota BPD perempuan Desa Baleharjo yang berada di wilayah perkotaan dapat berpartisipasi aktif menjalankan fungsi BPD dalam substansi voice, akses, dan kontrol, namun kurang aktif dalam menyalurkan aspirasi masyarakat desa. Sedangkan dua anggota BPD perempuan Desa Nglipar yang berada di wilayah semi perkotaan, cenderung kurang aktif dalam menjalankan semua fungsi BPD. Keaktifan hanya terlihat pada substansi kehadiran. Sementara tiga anggota BPD perempuan Desa Petir yang berada di wilayah perdesaan justru dapat aktif menjalankan fungsi BPD dalam substansi voice, akses, dan kontrol. Kepentingan perempuan juga banyak yang bisa terdanai dalam APBDesa. Namun cenderung kurang aktif dalam fungsi untuk mengawasi kinerja kepala desa dalam substansi voice. Aspek-aspek yang menghambat keaktifan partisipasi anggota BPD perempuan adalah budaya patriarki, aturan lembaga, tidak terwakilinya perempuan dalam manajemen puncak, dan kurangnya pemahaman terhadap fungsi BPD. Tingkat kesulitan geografis wilayah dan waktu penyelenggaraan rapat dapat diatasi melalui kebijakan afirmatif. Sedangkan aspek pendukung partisipasi adalah adanya dukungan keluarga dan motif menjadi anggota BPD. Namun motif partisipasi anggota BPD perempuan belum dilandasi kebutuhan untuk merubah situasi yang memarginalkan perempuan. Disarankan agar BPD menerapkan kebijakan afirmatif sesuai kondisi desa masing-masing, mendorong anggota BPD perempuan untuk menambah wawasan agar dapat mengawal kegiatan berwawasan perempuan yang berhasil masuk dalam APBDesa, serta mengintensifkan pembinaan tentang fungsi, kewajiban, dan hak BPD. Law No. 6 of 2014 on Village has mandated representation of women in the membership of Village Consultative Council (BPD). The representation of women in the membership of BPD become extremely important to guard the aspirations of women in order to be the public policy of the village and funded through the Budget of the Village (APBDesa), because basically, who understand the needs of women are the women themselves. In reality today, despite the Regent of Gunungkidul is a woman, but in some villages unmet women's representation in the membership of BPD. With the growing size of the budget managed by the village government it needed the active political participation of women in the BPD that women's interests are not further marginalized. This thesis aims to determine the condition of women’s political participation in the BPD in Village Baleharjo District of Wonosari, Village Nglipar District of Nglipar, and Village Petir District of Rongkop in performing the function BPD to discuss and agree on the village’s draft regulation with the village chief, and share their aspirations of rural communities, and supervise the performance of the village chief, as well as aspects that influence it. This study uses qualitative research methods with data collection through in-depth interviews, observation and documentation. The results showed that women members of BPD Baleharjo residing in urban areas can participate actively in function of BPD on the substance of voice, access, and control, but less active in channeling the aspirations of communities. Meanwhile, two female members of BPD Nglipar located in semi-urban areas, tend to be less active in performing all the functions of BPD. Activeness only seen on the substance of the presence. While the three women members of BPD Petir residing in rural areas it can be as active in function of BPD on the substance of voice, access, and control. Women's interests too much can be funded in APBDesa. But in voice substance they tend to be less active in the function to oversee the performance of the village chief. The aspects that hinder women's active participation in the BPD is a patriarchal culture, institution rule, women are not represented in top management, and lack of understanding of the function of BPD. Difficulty geographic area and time of the meetings can be addressed by affirmative action policy. While supporting aspects of participation is the support of family and motives become members of the BPD. But the motif of women to participation in the BPD is not based on the need to change the situation that marginalize women. It is recommended that BPD implement affirmative policies according to the conditions of each country, to encourage women members of BPD to broaden in order to oversee the program minded women to succeed funded in APBDesa, as well as intensify guidance on functions, duties, and rights of BPD.
