PEMAKNAAN PERANAN PENYULUH KELUARGA BERENCANA (PKB) (Studi Fenomenologi Tentang Penyuluhan KB oleh PKB di Kota Yogyakarta Tahun 2013-2016)

Dunia komunikasi penyuluhan dapat diibaratkan panggung sandiwara dan Penyuluh Keluarga Berencana (PKB) bagaikan aktor pemeran utamanya. Mereka menjalani skenario yang beragam dan berkembang, namun popularitasnya kian meredup seiring redupnya program KB di era otonomi daerah. Ketika peranan PKB akan dioptimalisasi, arah formulasi kebijakan komunikasinya perlu berangkat dari kondisi pola komunikasi yang selama ini terjadi di lapangan. Perumus kebijakan perlu memahami kondisi tersebut agar sistem yang dikembangkan sesuai dengan kebutuhan dan mampu mengatasi permasalahannya. Penelitian ini sebagai upaya memahami kondisi tersebut dengan mengetahui bagaimana PKB memaknai dan menjalani peranannya, serta menemukan faktor yang memengaruhinya. Melalui studi fenomenologi dengan teori dramaturgis Goffman, penelitian terhadap PKB Kota Yogyakarta ini menawarkan alternatif cara merekomendasikan kebijakan komunikasi melalui studi terhadap dunia subyektif aktor. Penelitian ini menemukan bahwa PKB memaknai konsep dirinya beragam dan makna diri tersebut mempengaruhi tindakan yang dilakukan. Peranan yang dijalani subyek secara umum masih sesuai konteks tugasnya sebagai penyuluh, namun dengan bertambahnya beban tugas membuat pemaknaan dengan peranan PKB kurang terfokus. Faktor internal yang memengaruhi yaitu; konsep diri, kekecewaan terhadap sistem, kemampuan bersosialisasi/adaptasi, dan kreatifitas. Faktor eksternal yang memengaruhi yaitu; sistem yang belum mengakomodir kebutuhan, bertambahnya tanggung jawab, kerjasama tim, dan warga yang mayoritas mendukung KB. Rekomendasi pada kebijakan antara lain pada kelembagaan, regulasi, pelatihan, pemanfaatan teknologi informasi komunikasi, serta perlunya kajian rancangan sistem komunikasi penyuluhan yang sesuai dimensi sosial budaya lokal dengan melibatkan PKB dan warga dalam pengambilan keputusannya. Peranan sosial PKB merupakan manifestasi identitas peran yang dimaknainya, sehingga apabila institusi akan memerankan PKB untuk skenario baru, maka formulasi kebijakan komunikasinya perlu diarahkan pada membentuk mindset dan spirit komunikator sesuai spesialisasi peran untuk skenario tersebut, dengan dilengkapi sistem yang memandu operasionalisasinya, seperti pada aspek kompetensi, regulasi, fasilitasi, reward, monitoring dan evaluasinya.

Communication world is like a theater and Family Planning Field Worker (Penyuluh Keluarga Berencana / PKB) is like the main actor. They play the diverse and evolving scenario, but they become unpopular while the family planning program is rarely applied in decentralization era. When the role of the PKB will be optimized, the direction of its communication policy formulation based on the condition of the communication pattern that has been happening in the field. Policy makers need to understand the conditions for the system are developed in accordance with needs and is able to resolve the problem. This research is an attempt to understand these conditions by knowing how to interpret and do PKB role, as well as finding the factors that influence it. Through phenomenological study with Goffman dramaturgical theory, research on PKB Yogyakarta is offering an alternative way of communication through the study recommends policies to the subjective world actor. This study found that PKB interpret themself vary and affect the action taken. The role which is run by subject in general is still in context duties as a counselor/field worker, but by increasing task make a definition to the role of PKB less focused. Internal factors influences by; self-concept, frustration with the system, sociability / adaptation, and creativity. External factors influences; needs that is not accommodate by the system, increasing responsibility, teamwork, and most local people who support family planning. Recommendations on policies, among others at the institutional, regulatory, training, utilization of information communication technology, as well as the need to study the design of communication systems appropriate counseling of local socio-cultural dimension by involving PKB and citizens in decision making. The social role of PKB is a manifestation of identity role in they meaning, so that when the institution will play PKB to new scenarios, the formulation of policy communications should be directed to establish a mindset and spirit communicator specializations role for such scenarios, equipped with systems that guide its operation, such as the aspects of competence , regulation, facilitation, reward, monitoring and evaluation.
