Implikasi Undang-undang Nomor 25 Tahun 1999 terhadap struktur penerimaan daerah Propinsi Maluku Utara

Penelitian ini bertujuan untuk menghitung berapa besar penerimaan yang diperoleh Propinsi Maluku Utara dengan diberlakukannya Undang-Undang Nomor 25 Tahun 1999 Tentang Perimbangan Keuangan Antara Pemerintah Pusat dan Daerah. Khususnya penerimaan yang berasal dari Dana Alokasi Umum (DAU) dan bagaimana pengaruhnya terhadap struktur penerimaan daerah. Data yang digunakan dalam penelitian ini adalah data sekunder dari hasil pendataan pada Biro Keuanganan Sekretariat Kantor Gubemur Propinsi Maluku, Badan Pusat Statistik Jakarta, dan Ditjen Anggaran Departemen Keuangan. Alat analisis yang digunakan dalam perhitungan Dana Alokasi Umum adalah formulasi transfer pada PP No.104 Tahun 2000 dan alat analisis perhitungan rerata pertumbuhan. Hasil penelitian menunjukkan bahwa penerimaan Daerah Propinsi Maluku Utara dari Dana Alokasi Umum untuk tahun 2001 sebesar Rp380.253 milyar. Dan akan meningkat sebesar Rp446.815 milyar pada tahun 2002 berdasarkan hash proyeksi. Perkembangan struktur penerimaan daerah Propinsi Maluku Utara dengan berlakunya Undang-Undang No.25 Tahun 1999 mengalami peningkatan dalam perolehan transfer Dana Alokasi Umum yang dapat ditunjukan dengan meningkatnya APBD secara total dari Rpl 91.509 milyar pada tahun anggran 1999/2000 atau Rp189.111 milyar pada tahun 2000 menjadi Rp437.223 milyar pada tahun 2001 atau terjadi pertumbuhan sebesar 128,3% dari tahun 1999/2000 ke tahun 2001. Terjadinya penigkatan dalam pemnerimaan daerah yang akan mempengaruhi struktur penerimaan daerah ini, berarti daerah telah mampu untuk membiyai program-program kegiatan pelayanan publik dan pembangunan daerah Propinsi Maluku pada periode 2001.

This research attemps to calculate the revenue of the Profince of the north Maluku following the implementation of the law No. 25/ year 1999 about the financial balance between the central Government and the regional Government. The revenue in question is especially from the general allocation fund. In addition, this research also analizes the influence of the general allocation fund on the regional incom structure. The data used in this research are secondary data obtained from the financial bureau of the secretariat of the province of north Maluku, the central bureau of the statistics, and the directorate general of budget of the finance departement. The analisis methods applied are transfer formulation in the government regulation No.104/year 2000 and calculation analysis of average growth rate. The findings of this research indicate that the revenue of the Province of north Maluku from the general allocation fund in 2001 is Rp. 380,253 Billion. This revenue will increase by Rp. 446,815 billion in 2002 based on the projection result. With the implementation of the law No. 25/years 99, the regional income structure of the province of north Maluku increases significantly in the transfer of the general allocation fund. This can be seen from the increase of the total budget, namely from Rp. 191,509 billion in the budget year of 1999/2000 or Rp.189,111 billion in 2000 to Rp. 437,223 billion in 2001 or the growth rate is 128,3 % from 1999/2000 to 2001. The increase of the regional revenue will influence the regional income structure, meaning that this province is able to finance the programs of publik serfice activities and development activities in 2001.
