Faktor-Faktor yang Mempengaruhi Tingkat Pembangunan Desa di Kawasan Pesisir Kabupaten Purworejo

Indonesia memiliki 8.090 desa pesisir dengan jumlah 16.420.000 jiwa, dimana sekitar 32,¬14 % atau 5.254.400 jiwa hidup dalam kondisi kurang mampu. Masyarakat pesisir mempunyai kehidupan yang khas dengan kondisi ekosistem dan sumber kehidupan yang bergantung pada pemanfaatan sumber daya pesisir dan laut. Oleh karena itu, perlu adanya indikator untuk mengakomodasi standar pelayanan minimal dalam pembangunan desa. Namun, Bappenas hanya membuat IPD secara umum, sedangkan desa pesisir memiliki karakteristik yang berbeda sehingga IPD belum spesifik dalam hal ini. Berdasarkan permasalahan tersebut, penelitian ini bertujuan untuk: 1) menemukan faktor-faktor yang mempengaruhi tingkat pembangunan desa di kawasan pesisir Kabupaten Purworejo, 2) menunjukkan peran faktor-faktor yang mempengaruhi tingkat pembangunan desa di kawasan pesisir Kabupaten Purworejo. Penelitian ini dilakukan dengan pendekatan deduktif dengan menggunakan metode campuran yang berurutan, diawali dengan analisis kuntitatif dan dilanjutkan analisis kualitatif kemudian dilakukan penggabungan hasilnya. Penelitian ini menggunakan analisis faktor dan analisis taksonomi. Data yang digunakan berupa data sekunder dari Bappenas dan data primer dari wawancara dan observasi. Lokasi Penelitian berada di kawasan pesisir Kabupaten Purworejo yang terdiri dari 50 desa dalam tiga kecamatan. Hasil penelitian kuantitatif mereduksi dari 42 indikator IPD menjadi 16 indikator yang termasuk kedalam lima faktor. Faktor yang berpengaruh dan besar peranannya terhadap tingkat pembangunan desa dikawasan pesisir kabupaten purworejo adalah Fasilitas Publik (0.021), Pelayanan Kesehatan (0.247), Pelayanan Pendidikan dan Kelembagaan (0.247), Infrastruktur Ekonomi dan Aset (0.247), Fasilitas Ekonomi dan Seluler (0.236). Berdasarkan hasil penelitian kualitatif ditemukan faktor-faktor yang berpengaruh antara lain infrastruktur ekonomi, sarana transportasi, sinergitas pemerintah dengan masyarakat, pemberdayaan masyarakat dan kerja sama antar desa.

Indonesia has 8.090 coastal with 16.420.000 inhabitant, it�s around 32.14 % or 5.254.400 inhabitants live on underprivileged. Coastal society has a typical life such ecosystem and life source depend on the usage of the resource of coastal and sea. Therefore, its need to accommodate the minimum of service standard in rural development. However, The State Ministry for Development Planning (BAPPENAS) only make village development index (IPD) generally, whereas the coastal has a different characteristic so that Village Development Index (IPD) is not specifically yet. According to the problems, the research is aimed to 1) find the role of determinants of rural development in the coastal zone of Purworejo districts, 2) indicate the role of determinants of rural development in the coastal zone of Purworejo districts. The research was conducted with deductive approach and used sequential mixed method. It was begun using quantitative analysis and to be continued using qualitative analysis then it was combined the results. Factor analysis and taxonomy analysis were used in this research. The data used was secondary throughout Ministry for Development Planning (BAPPENAS) and the primary through interview and observation. The location of research was in coastal zone of Purworejo districts which consisted of 50 villages in 3 regencies. The result of quantitative research reduced of 42 indicators of Village Development Index (IPD) into 16 indicators which is included into 5 factors. The influential factor and great role toward the level of rural development in the coastal zone of Purworejo districts are health service (0.316), public facility (0.189), education and institution facility (0.143), economic infrastructure and assets (0.117), mobile communication facility (0.067), economic facility (0.063). The influential factor and great role toward the level of rural development in the coastal zone of Purworejo Districts are Public Facilty (0.021), Health Service (0.247), Education and Institution Service (0.247), Economic Infrastructure and Assets (0.247), Economic Facility and Mobile Phone (0.236). Based on the result of qualitative research was found the influential factors are economic infrastructure, transportation, the government synergy with society, society empowerment and cooperative among villages.
