KERANGKA PENERAPAN TANDA TANGAN ELEKTRONIK PADA PEMERINTAH DAERAH ( KASUS: KABUPATEN SEMARANG )

Perkembangan E-Government mentransformasikan pola kerja pemerintah dari metode layanan publik konvensional menuju layanan berbasis elektronik, sehingga menghasilkan aset informasi yang bersifat sensitif dan rahasia. Adanya upaya melindungi aset informasi tersebut melalui penerapan regulasi pemerintah tentang standar keamanan informasi. Secara spesifik implementasi sertifikat digital atau tanda tangan elektronik adalah sebagai mekanisme sistem keamanan informasi. Rancangan kerangka penerapan tanda tangan elektronik merupakan sinergi layanan antara pemerintah pusat dan instansi pemerintah daerah, dalam bentuk 5 dimensi penerapan yaitu kebijakan, kelembagaan, infrastruktur, layanan aplikasi dan layanan publik serta pembentukan unit layanan otoritas digital sebagai wadah layanan. Dalam pembentukan unit layanan otoritas digital perlu diperhatikan bahwa dalam penyelenggaraan layanan tanda tangan elektronik tidak lepas dari pembentukan pedoman penerapan dan tata kelola teknologi tanda tangan elektronik, hal ini harus di tunjang dengan proses dan fungsi alur mekanisme yang jelas baik dari segi pelayanan, teknis maupun operasional, sehingga proses penerapan dapat selaras dengan pola administratif dan struktur organisasi pemerintah daerah.

The Growth of E-Government transforms the pattern of government work from conventional service method public toward electronics based service, it is generating sensitive and confidential information asset, protecting information assets through the application of government regulations in respect of information security standards. Specifically the implementation of a digital certificate or an electronic signature as a mechanism for information security systems. Proposed framework for the application of electronic signatures is a synergy of services between central government and local government agencies, in the form of five dimensions, namely the implementation of policies, institutional, infrastructure, application services and public services and the establishment of the digital authority services unit as a service container. In the establishment of digital authority service units should be noted that in operation of the electronic signatures service can not be separated from the establishment of directive for the application and governance of electronic signature technology, it must be supported with processes and clear flow mechanisms functions both in terms of services, technical and operational , so that the application of the process can be aligned with the pattern of administrative and organizational structure of local government.
