PENAKSIRAN NILAI EKONOMI KONVERSI LAHAN HUTAN MENJADI AREAL PERTAMBANGAN DI DESA KLUWIH, KECAMATAN TULAKAN, KABUPATEN PACITAN

Konversi berpotensi menimbulkan dampak ekternalitas negatif bagi lingkungan. Konversi lahan hutan di Desa Kluwih mengakibatkan hilangnya nilai kesempatan produksi dalam pemanfaatan lahan hutan, pencemaran sungai yang berada di hilir sehingga mengakibatkan perubahan produktifitas sektor pertanian. Penelitian ini bertujuan untuk mengetahui apa saja dampak yang ditimbulkan dan mengetahui taksiran nilai ekonomi dampak lingkungan akibat konversi lahan hutan menjadi areal pertambangan di Desa Kluwih. Informasi dampak yang ditimbulkan menggunakan data penelitian terdahulu dan hasil wawancara dengan masyarakat. Pengambilan data sektor lahan hutan menggunakan metode purposive sampling dan sektor pertanian menggunakan metode simple random sample. Motode analisis yang digunakan untuk sektor lahan hutan menggunakan pendekatan opportunity loss lahan konversi dari produktifitas pemanfaatan lahan hutan sekitar tambang dan kerugian nilai lahan untuk pendapatan lahan hutan yang dikonversi pada waktu tak terhingga, identifikasi dampak yaitu analisis deskriptif, dan menghitung kerugian nilai ekonomi sektor pertanian menggunakan pendekatan productivity change dengan dan tanpa pencemaran. Hasil penelitian menunjukkan bahwa terdapat 3 dampak eksternalitas negatif akibat konversi lahan hutan menjadi areal pertambangan yaitu: Hilangnya nilai kesempatan produksi pemanfaatan lahan hutan Desa Kluwih akibat di konversi, Pencemaran air Sungai Kapuran oleh kandungan Cu (tembaga) yang membuat air sungai menjadi bau, berubah warna menjadi kuning mengkarat, banyak ikan, kepiting, udang mati dan dampak pencemaran tersebut tidak dikuantifikasikan dalam penelitian ini, dan Perubahan produktifitas sektor pertanian Desa Cokrokembang. Total kerugian ekonomi dari sektor lahan hutan yaitu Rp 11.135.400.398 /10 tahun dan sektor pertanian yaitu Rp 7.321.831.713 /10 tahun. Sehingga diperoleh total kerugian ekonomi dampak konversi lahan hutan menjadi areal pertambangan sebesar Rp18.457.232.111 /10 tahun.
Forest land conversion to mining area is one of factors which cause the forest degradation. The conversion tends to cause negative externality impact to the environment. The forest land conversion in Kluwih village caused the production opportunity in utilizing forest land to disappear, and river pollution in the downstream which caused the change of productivity in agricultural sector. This research is purposed to identify the impacts caused by forest land conversion and to identify the estimation of economics value of environment impacts caused by the forest land conversion in Desa Kluwih. Information on impacts was obtained through the previous research and interview with local community. Data collection in forest land sector using the purposive sampling method, while for agricultural sector was using simple random sample method. The analysis method used for the forest land sector is opportunity loss approachment of land conversion from the productivity of the utilization of forest land around the mining area and the loss of land value for productivity of the converted forest land in the infinite time. To identify the impacts, descriptive analysis was used, and productivity change with and without pollution was used to calculate the loss of economics value in agricultural sector. The result of this research shows that impacts of negative externality caused by forest land conversion to mining area are: The loss of production opportunity value of forest land utilization in Kluwih village caused by conversion, The water pollution in Kapuran River by Cu (copper) which caused the water of the river to be stink, changing its color becoming yellow rust, and a number of fishes, crabs, and shrimps died, which cannot be quantified in this research, and Change of productivity in agricultural sector of Cokrokembang village. Total economics loss of the forest land sector is Rp 11.135.400.398 /10 year and the agricultural sector is Rp7.321.831.713 /10 year. So it is obtained a total economics loss to the conversion of the forest land into the mining area is Rp18.457.232.111 /10 year.
