PENILAIAN DAN MITIGASI RISIKO KESELAMATAN BANDAR UDARA AKIBAT RUNWAY EXCURSION

Pesawat terbang adalah moda transportasi yang mengagumkan dibanding mode transportasi darat dan laut. Karena itu moda transportasi udara merupakan moda transportasi yang paling berbahaya diantara yang lainnya. Diantara fase-fase lainnya dalam operasi penerbangan, fase take-off dan landing adalah fase paling kritis dan berbahaya dalam operasi penerbangan. Dalam hal ini maka sangat diperlukan adanya mitigasi pengurangan risiko kecelakaan, mampu memberikan kontribusi untuk mengurangi risiko kecelakaan pesawat udara di Runway End Safety Area (RESA). Penelitian ini perlu dilakukan untuk mengetahui peluang probabilitas risiko keselamatan penerbangan di Indonesia. Mengacu pada pedoman standar International Civil Aviation Organization (ICAO) apakah dapat diterapkan untuk mengurangi risiko keselamatan bandara di Indonesia. Langkah mitigasi ini yaitu untuk mengetahui peluang probabilitas risiko kejadian pesawat saat melakukan take-off maupun landing. Sebagai pembanding antara peluang lokasi berdasarkan eksisting RESA dilapangan dengan rekomendasi International Civil Aviation Organization (ICAO) sehingga dapat memberikan asumsi pendapat untuk informasi yang lebih baik. Mengacu pada pedoman International Civil Aviation Organization (ICAO) dapat mengurangi probabilitas risiko kesalamatan penerbangan di Indonesia. Setelah analisa dilakukan dengan metode European Aviation Safety Agency (EASA) berdasarkan eksisting ukuran RESA di lapangan banyak bandara yang tidak memenuhi syarat Acceptable Safety Level (ASL). Bandara yang memiliki probabilitas risiko paling tinggi adalah bandara Sultan Thaha di Jambi dengan kondisi basah (wet), sedangkan bandara yang memiliki probabilitas risiko keselamatan paling rendah adalah bandara Sultan Syarif Kasim di Pekanbaru. Diberikan rekomendasi dari International Civil Aviation Organization (ICAO) dengan ukuran Runway End Safety Area (RESA) 240 dapat mengurangi probabilitas risiko keselamatan.
Air transport have been supported by the airport which can be found on each island. The airplane is a wonderful mode of transportation than land and sea transport modes. Because of that air transportation is the most dangerous mode of transportation among others. Among other phases of flight operations, the phase of take-off and landing are the most critical and dangerous phase of flight operations. In this case it is very necessary to mitigate a reduction in the risk of accidents, are able to contribute to reducing the risk of an aircraft accident in the Runway End Safety Area (RESA). This research needs to be done to determine the risk probability chances aviation safety in Indonesia. Referring to the standard guidelines of the International Civil Aviation Organization (ICAO) whether it can be applied to reduce the safety risk airports in Indonesia. These mitigation measures is to determine the probability of risk occurrence odds aircraft during take-off and landing. As a comparison between locations based on the existing opportunities in the field (RESA) with recommendations of the International Civil Aviation Organization (ICAO) in order to provide the opinion assumption for better information. Referring to the guidelines of the International Civil Aviation Organization (ICAO) can reduce the probability of risk safety flight in Indonesia. After the analysis was conducted by the European Aviation Safety Agency (EASA) is based on the size of the existing (RESA) in the field many airports that do not qualify Acceptable Safety Level (ASL). Airports which have the highest probability of risk is the airport Sultan Taha Jambi with wet conditions (wet), while the airport that have the lowest probability of the safety risk is Sultan Syarif Kasim airport in Pekanbaru. Given the recommendations of the International Civil Aviation Organization (ICAO) with a size of Runway End Safety Area (RESA) 240 can reduce the probability of a safety risk.
