Kemampuan keuangan daerah Kabupaten Solok, 1983/1984-2000

Penelitian ini bertujuan untuk menganalisis kemampuan keuangan daerah dan ting kat pertum bu han masing-masing komponen pendapatan dan belanja daerah di Kabupaten Solok Propinsi Sumatera Barat. Data yang digunakan adalah data sekunder runtun waktu selama 18 tahun, yaitu tahun 1983/1984 - 2000. Analisis komponen pendapatan daerah yang dilakukan adalah melihat proporsi atau komposisi pendapatan asli daerah, bagi hasil pajak dan bukan pajak, sumbangan dan bantuan terhadap total pendapatan daera h, sedang kan komponen belanja adalah meli hat proporsi atau komposisi antara pendapatan asli daerah terhadap belanja rutin dan belanja pembangunan. Masing-masing proporsi atau komposisi dilihat trend atau kecenderungannya. Di samping melihat proporsi atau komposisi dan kecenderungannya, analisis juga dilakukan terhadap pertumbuhan masingmasing komponen pendapatan dan belanja daerah. Hasil pertumbuhan yang diperoleh akan dilihat apakah berbeda secara statistik atau tidak. Setelah dilakukan penelitian dan pengolahan data, ternyata kemampuan keuangan daerah Kabupaten Solok masih sangat rendah dan tingkat ketergantungan kepada pemerintah pusat sangat tinggi. Rata-rata proporsi atau komposisi masing-masing komponen pendapatan daerah adalah : 3,03 %; 6,07 %; 87,21 %; dan pada komponen belanja adalah 5,l I % dan 8,20 YO. Kecenderungan rasio masing-masing komponen pendapatan dan belanja adalah positif ( meningkat ) dan signifikan pada derajat keyakinan 5 YO, kecuali sumbangan dan bantuan terhadap total pendapatan daerah punya kecenderungan ( negatif ) menurun dan signifikan pada derajat keyakinan 5 %. Tingkat pertumbuhan rata-rata masing-masing komponen pendapatan dan belanja daerah adalah : 8,85 %; 20,99 %; 6,80 %, 8,31 YO; 7,91 YO dan 4,26 YO. Hasil uji statistik terhadap masing-masing tingkat pertumbuhan rata-rata ternyata tidak berbeda pada derajat keyakinan 5 %. Dari hasil analisis data dapat disimpulkan bahwa, kemampuan keuangan Kabupaten Solok masih sangat rendah dengan kecenderungan meningKat dan tingkat pertumbuhan masing-masing komponen pendapatan dan belanja daerah relatif tidak berbeda. Oleh karena itu dapat dikatakan bahwa selama periode analisis ( 1983/1984 - 2000 ) dari aspek keuangan daerah Kabupaten Solok belum mampu melaksanakan otonomi daerah.

The research wants to analyzing the district financial ability and rate of growth of the income and expending in District of Solok West Sumatera. The secondary data are used in the range of time about 18 years, that is 198311 984 - 2000. The analysis of district income is done by considering the proportion or composition of orignal district income, tax and non tax, subsidy and grant in district total income, whereas the income component is considered by the proportion or composition of original district income in the routin and development expending. Each of them are considered their proportion composition and trends. Beside of those, the analysis is also done for the income growth components. The result of growth will be considered, statistically, different or not. After the data analyzing, we can find that the financial ability of The District of Solok is still so low and the dependency rate for the central government is so high. The means of proportion and composition of each district income component are : 3,03 %; 6,07 YO; 87,21 YO and the expending component are 511 % and 8,20 %. The trend of income and expending component is positive ( increasing ) and significant in the level of significant 5 %, but the trend of subsidy and grant is negative ( decreasing ). The rate of growth are 8,85 YO; 20,99 YO; 6,80 %; 7,91 YO and 4,26 YO. The result of statistical test to the each rate of growth is not different from the level of significant 5 YO. From the data analysis we can concluded that, the financial ability of The District of Solok is very low and the rising trend and the rate of growth in income and expending components is not relativelly different. Therefore, we can say that in the period of analysis ( 198311984 - 2000 ) of the aspect of budgeting, the District of Solok is not yet able to applying distirct authonomy
