PEMBUATAN STORY MAP PERKEMBANGAN INFRASTRUKTUR DATA SPASIAL DI INDONESIA

Indonesia merupakan salah satu negara yang cakupan wilayah yang luas dan membutuhkan inventarisasi data dari kekayaan sumber daya alam dan sumber daya lainnya, inventarisasi tersebut menggunakan informasi geospasial yaitu informasi keruangan yang dapat membantu pemerintah dalam merencanakan dan pengelolaan kawasan wilayah akan tetapi selama ini terjadi ketidakefektifan dalam penggunaan informasi tersebut baik pada pemerintahan dan pihak swasta atau pihak yang menggunakan informasi geospasial lainnya, oleh karena itu munculah inisiatif infrastruktur data spasial (IDS). kegiatan ini dimulai pada tahun 1991 dengan inisiatif bernama sistem informasi geografis nasional (SIGNAS) hingga pada tahun 1999/2000 berubah nama menjadi infrastruktur data spasial nasional (IDSN) dan disusul dengan dikeluarkannya Dekrit presiden no. 85 Tahun 2007 tentang jaring spasial nasional kemudian Undang - Undang No.4 Tahun 2011 tentang informasi geospasial. Pada tahun 2013, 2014 dan 2015 dilakukan survei tentang kesiapan infrastruktur data spasial di Indonesia oleh tim PPIDS UGM (2013, 2015) dan BIG (2014). Kegiatan aplikatif ini dilaksanakan bertujuan untuk mengetahui perkembangan dari kesiapan infrastruktur di Indonesia terutama pada daerah kota/kabupaten. Kegiatan aplikatif ini menggunakan konsep story map yaitu peta interaktif dilengkapi dengan narasi cerita dari perkembangan IDS di Indonesia dan story map tersebut bisa di akses oleh pengguna melalui halaman website secara online. Story map yang dibuat merupakan salah satu fitur yang tersedia dari ESRI ArcGIS Online. Kegiatan aplikatif ini menghasilkan story map perkembangan IDS di Indonesia yang di dalamnya terdapat dua peta online yang mempunya atribut dari nilai indeks kesiapan IDS kota/kabupaten tahun 2013/14 dan tahun 2015, kemudian terdapat swipe tool yang dapat berfungsi sebagai pembanding peta pertama dan kedua pada story map dengan cara digeser, setelah itu juga terdapat narasi tentang awal mula sejarah IDS di Indonesia di Indonesia dan sedikit penjelasan tentang survei kesiapan IDS di Indonesia. Berdasarkan hasil evaluasi pengguna dapat memahami dan menjalankan story map dengan lancar dan baik begitu pula dalam memahami narasi yang ada pada story map tersebut.

Indonesia is one country that has a wide regional coverage and requires a data inventory of its natural resources and other resources, the inventorying process uses geospatial information that contain spatial information which can assist the government in planning and management of the area, but until now the use of such information at both government and private is ineffective, therefore it arising the initiative for Spatial Data Infrastructure (Infrastruktur Data Spasial / IDS). This activity began in 1991 with an initiative called Sistem Informasi Geografis Nasional (SIGNAS) up until 1999/2000, then changed its name to Infrastruktur Data Spasial Nasional (IDSN) and was followed by the issuance of the Presidential Decree No. 85 of 2007 on the National Spatial Network then Law - No. 4 of 2011 on Geospatial Information. In 2013, 2014 and 2015 a survey was conducted on spatial data infrastructure readiness in Indonesia by PPIDS UGM team (2013, 2015) and BIG (2014). These applicative activities conducted aiming to determine the development of the readiness of the infrastructure in Indonesia, especially in the area of the city / county. This applicative activity using the story concept map that is an interactive map, then there is a narrative story of the development of IDS in Indonesia and the story map that can be accessed by the user through the web page online. The created story map is one of the features that are available on the ESRI ArcGIS Online. This applicative activity produces a story map of IDS development in Indonesia where two online maps presented with attributes of the value of readiness index of the IDS of the city / country in 2013/14 and 2015, then there is a swipe tool that can serve as a comparison for the first and second map of the story map, operated by sliding, then there is also a narrative of the beginning of the history of IDS in Indonesia and a little explanation about IDS readiness survey in Indonesia. Based on the evaluation results users can understand and run a story map smoothly and well, as well as in understanding the narrative presented in the map.
